Newton's History
Newton owes its origin to the Santa Fe Railroad. In March of 1871, Santa Fe engineers surveyed and plotted the Newton town site on Section 17, which was owned by the Santa Fe Railroad. Cyrus K. Holliday first conceived the idea of building a railroad in 1859 for the following reasons: to replace the slow, dangerous and overcrowded Santa Fe Trail; to terminate the Chisholm Trail at a point south of Abilene: to connect with the Missouri, Kansas & Texas Railroad at Emporia; and to handle the coal business from the coal mines at Burlingame. The Santa Fe Railroad arrived at Newton, Kansas and the Chisholm Trail on July 8, 1871.
The City of Newton, Kansas takes it's name from the City of Newton, Massachusetts. Newton was incorporated as a City February 22, 1872.
Newton has operated under the Commission-Manager form of government since 1927. The Mayor and a four-member City Council serve as the governing body, appointing and providing direction to a City Manager, who serves as chief administrative officer over the various city departments.
Newton is the County Seat of Harvey County, an agricultural and small manufacturing county with 34,361 people. Harvey County is part of a four county "Metro Area" with about a half million people. The major city in this metro area is Wichita, Kansas, 20 miles (20 minutes) to our South. Newton's 1999 population is 18,116 and the city is 9.608 square miles in size.
Major Highways (I-135, US 50, US 81, KS-15), an airport with a 7,002 foot runway, Burlington Northern - Santa Fe Railway, Union Pacific Railway, make Newton a central location for transportation and shipping. Amtrak's Southwest Chief stops in Newton twice each day and provides passenger rail service to either Los Angeles or Chicago.
Broadband communications are provided through several providers with both cable modem and ADSL technologies available for individuals and small businesses.

The City has 170 full-time positions in Administration, Court/Law, Police, Fire/EMS, Water/Wastewater, Park/Cemetery, Street/Shop/Sanitation, Engineering/Zoning/Public Works, and Airport.
The City of Newton is a progressive City. The Police Department is a force of 36 full time employees, 32 commissioned officers and 4 civilians, and an annual budget of $2.2 million. The Newton Police Department is well equipped with mobile data terminals in patrol vehicles and an advanced CAD/RMS system and has a strong capital replacement policy. The Fire/EMS Department currently has 42 full time employees and 1 active reserve. The line personnel are divided into three shifts that work a 24 on and 48 off rotation. The Emergency Medical Service is a Paramedic service and was the first Paramedic Service in the State of Kansas.
The City of Newton has state of the art equipment in both water production and wastewater treatment. All water is produced from underground sources, treated, and tested in a laboratory and plant build in 1998. The wastewater plant uses ultraviolet (UV) radiation to treat water. The wastewater plant was completed in 1997.
