The Council on Rural Service Programs, Inc., is a multi-county social service agency serving Auglaize, Champaign, Darke, Greene, Logan, Miami, Preble, Shelby, and Van Wert Counties. The Central Office is located at 201 R.M. Davis Parkway in Piqua, Ohio. The agency is the grantee for several social service programs such as Head Start (9 counties); Gateway Youth Program (3 counties); and Retired and Senior Volunteer Program (4 counties). The agency operates programs which serve infants through the elderly. The agency's budget is near $13 million and they currently employ 375 employees throughout the 9 county area. The agency offers accrual of sick/vacation days, life/health insurance, pension, paid holidays, and training throughout the school year to those who are eligible.
Kids Learning Place ... These state licensed facilities for infants, toddlers, preschool children, and school age children provide an environment that encourages positive socialization and stimulates creative learning. Skilled staff supervise the scheduled activities and develop individual education plans. Hours are from 6:00 a.m. to 6:00 p.m., Monday through Friday. These facilities are located in the following counties: Darke, Greene, Logan, Miami, and Shelby.
Head Start ... Head Start is a federally-funded comprehensive program serving infants through age five. 90% of the children are from families with income below the federal poverty level. 10% of the enrollment must consist of children with disabilities. The services provided by the program include an education component (either center or home based), health services (medical, dental, mental health, nutrition and speech therapy), social services (referrals for identified family needs) and parent involvement. The agency operates the preschool Head Start program in Auglaize, Champaign, Darke, Greene, Logan, Miami, Shelby and Van Wert counties for children ages 3-5. The Early Head Start program serves infants and toddlers in Darke, Greene, Miami, Preble, & Shelby Counties.
Additional preschool services are available in all the counties through the state of Ohio's Early Learning Initiative (ELI ) program. Eligibility for enrollment is based on family income up to 185% of the poverty level. At least one parent must be employed. Grandparents who receive cash assistance for a child are eligible without a work requirement. The agency's ELI program includes all the services described in previous section, because children are integrated in all preschool classrooms.
Gateway Youth Programs ...
Runaway & Homeless Youth Program ... The primary goal of this program is to provide early intervention services to troubled teens and their families.
Licensed foster homes are used to serve as Host Home parents for those youth who have runaway or asked to leave home by their parent(s). This can be a cooling down period for both parents and youth while staff works with the whole family to reunite them.
Services: 24 hour access to crisis hotline services 1-800-351-7347 and emergency housing for preteens/teens

- Education/tutorial/mentoring programs
- Peer support and resources
- Substance abuse referrals/networking
After-School Prevention Program ... This program (which serve at-risk youth aged 7-17) Specializes in working with youth who are in conflict with their family, involved with the juvenile court, in need of support or in need of help to succeed in school. Services provided to youth and their families are crisis intervention, case management, advocacy with the schools and court, non-therapeutic counseling and referrals as needed or requested.
Weekly groups focus on teaching skills in decision making, conflict resolution, anger management and basic life skills. The goal of the program to help youth gain the skills necessary to deal with life's many challenges.
Teen-Parent Connection is targeted to at-risk youth ages 12-17 and their parents. The program focuses on building positive relationships between the youth and their parent(s), their school and their community to establish positive support system.
Alternative Site Reassignment Program (ASRP)...a collaborative with the Darke County Educational Service Center provides Darke County Schools and parents a safe educational as an alternative to out-of-school suspension and/or expulsion.
Retired Senior Volunteer Program
RSVP is a program that recruits retired seniors who want to volunteer and places them in non-profit organizations, approved health care facilities, and special community projects. The volunteers are placed in areas that are of interest to them and that reflects or enhances their special skills. With funding to utilize 320 volunteers in Champaign, Darke, Logan, and Shelby Counties, RSVP participants provide an invaluable community service.

Programs are funded by the office of Human Development Services, NSCC, Governor's Office for Juvenile Justice, Ohio Department of Education, United Ways, County and City Governments, Ohio Department of Aging PSA2, and other local resources.
