Job Description:
Project HOPE, an international, non-profit health education organization in the US, is currently responding to a recent USAID Request for Application that will support the Basic Package of Health Services (BPHS) of Liberia, the cornerstone of Liberia’s National Health Plan. Through this USAID Award, Project HOPE will assist the MOH&SW to expand the coverage of the BPHS, including HIV/AIDS, Maternal and Child Health, Family Planning and Reproductive Health, Improved Environmental Health of infectious diseases through support to some 105 health facilities through expanded community outreach, and enhanced Behavior Change Communication Programs which support and promote healthy behaviors.
A primary focus of this program will be the Development of Infrastructure to increase geographic access to the BPHS, especially for clinics and health centers by consolidating health work in existing health facilities in years one and two and longer-term plans for major rehabilitation and construction. Through this award Project HOPE will support MOH&SW efforts by renovating selected critical health care and training facilities. Also addressed will be the Support Systems needed to strengthen the planning and management functions required to deliver the BPHS. Project HOPE will work with the MOH&SW to improve its capacity at central and county levels for strategic health planning and budgeting; human resources management; health management information system development; supervision, monitoring and evaluation and quality assurance.
POSITION SUMMARY:
Support the Chief of Party through planning and facilitating the implementing and monitoring and evaluating activities of the “Rebuilding Basic Health Services in Liberia” program as related to Capacity Building Education/Training.
PRINCIPAL RESPONSIBILITIES:
1. Assist in developing strategies that address the program’s health objectives and goals, and contribute to strategies for effective achievement of those objectives.
2. Works closely with program teams to ensure quality implementation of health and evaluation related activities. This includes with the monitoring and evaluation specialist to assess on-going progress, identifying and overcoming challenges and reprogramming activities as needed, in addition to providing capacity building of staff in health and evaluation issues related to programming.
3. Oversee development and technical quality of appropriate curricula and lesson plans that address the health objectives of the programs.
4. Receives and reviews monitoring and other performance information from team; completes periodic reports for Project HOPE and donors.
5. Leads and oversees program evaluation activities and operations research, including development of appropriate survey, qualitative tools, strengthening staff skills, conducting data analysis, and report writing.
6. Creates linkages with other institutions in support of the health education activities.
7. Assists in identifying funding opportunities, developing program concepts, and in writing new program proposals for donors.
8. Represent the institution and programs with donors, partners, and audiences.
9. Perform other responsibilities as directed by the Chief of Party.
ESSENTIAL SKILLS AND EXPERIENCE:
1. Successful candidate must have related experience in developing sustainable public sector systems and services and working with partner organizations (e.g. local NGOs, international NGOs, private sector) in the delivery of basic health activities in developing countries.
2. Successful candidate be able to clearly demonstrate capabilities and articulate prior accomplishments that reflect the individuals’ work in developing countries and in conducting activities of the types required under this program.
3. Must have experience in rebuilding or post-conflict Settings. Must be able to demonstrate exposure to/experience in working in countries in conflict/post-conflict as well as their experience designing and implementing health programs that have assisted in mitigating the drivers of instability.
4. Post-graduate level degree in Public Health
5. 3 years experience implementing health programs internationally with technical expertise in community health systems development
6. Experience in conducting quantitative and qualitative studies and project evaluation
7. Experience in adult education and group development methodologies
8. Experience in developing health education curricula
9. Experience in working with development activities at the community level
10. Good computer skills including Word processing, Excel and database
11. Good interpersonal & communication skills
12. Strong English writing skills and proficient English language capability
13. Able to travel outside of base at least 50% of the time to supervise field operations, and willingness to stay in environments with basic amenities
