Deputy Chief of Party

Job Description:
Project HOPE is currently responding to a recent USAID Request for Application that will support to the Basic Package of Health Services (BPHS) of Liberia, the cornerstone of Liberia’s National Health Plan. Through this USAID Award, Project HOPE will assist the MOH&SW to expand the coverage of the BPHS, including HIV/AIDS, Maternal and Child Health, Family Planning and Reproductive Health, Improved Environmental Health of infectious diseases through support to some 105 health facilities through expanded community outreach, and enhanced Behavior Change Communication Programs which support and promote healthy behaviors.
A primary focus of this program will the Development of Infrastructure to increase geographic access to the BPHS, especially for clinics and health centers by consolidating health work in existing health facilities in years one and two and longer-term plans for major rehabilitation and construction. Through this award Project HOPE will support MOH&SW efforts by renovating selected critical health care and training facilities.
Also addressed will be the Support Systems needed to strengthen the planning and management functions required to deliver the BPHS. Project HOPE will work with the MOH&SW to improve its capacity at central and county levels for strategic health planning and budgeting; human resources management; health management information system development; supervision, monitoring and evaluation and quality assurance.
The Deputy Chief of Party supports the Chief of Party through provision of financial support and administrative management services to the all “Rebuilding Basic Health Services in Liberia” program; assists the Chief of Party in tracking grant compliance, administrative and financial monitoring and reporting requirements; and liaising with program partners and donors on issues related to Administration.
PRIMARY RESPONSIBILITIES:
1. Taking lead in directing the provision of general administration and personnel management within Project HOPE-Liberia
2. Initiating personnel recruitment and hiring for programs in a timely manner.
3. Preparing and producing employee contracts in a timely manner.
4. Maintaining relevant personnel records accurately in each employee file and up-date semi-annually.
5. Managing all legal issues as they affect personnel and program implementation.
6. Oversee the preparation and production assets inventory for Project HOPE-Liberia and submitting to HOPE Centre at the end of each fiscal year.
7. Managing Gift In Kind materials in terms of processing its arrival in country, distribution and documentation; and procurement of program equipment and materials in liaison with Program Managers.
8. Actively participating in the preparation and production of project proposal budgets.
9. In conjunction with the Chief of Party, liaising and collaborating with partner organizations and donors, on Project HOPE program activities and related issues.
10. Representation of Project HOPE for administrative/legal issues in Liberia.
11. Participation in the development and supervision of the enforcement of Project HOPE Liberia internal regulations and policies.
12. Financial support/oversight as needed.
13. Performing any other duties as assigned by the Chief of Party.
REQUIREMENTS:
1. Successful candidate must have related experience in developing sustainable public sector systems and services and working with partner organizations (e.g. local NGOs, international NGOs, private sector) in the delivery of basic health activities in developing countries.
2. Successful candidate be able to clearly demonstrate capabilities and articulate prior accomplishments that reflect the individuals’ work in developing countries and in conducting activities of the types required under this program.
3. Must have experience in rebuilding or post-conflict Settings. Must be able to demonstrate exposure to/experience in working in countries in conflict/post-conflict as well as their experience designing and implementing health programs that have assisted in mitigating the drivers of instability.
4. Master’s degree or equivalent in international management areas of study.
5. Proven project management skills on a USAID-funded program
6. Working knowledge of various financial reporting software programs.
7. Ability to work in a multi functional technical and professional team environment.
8. 5 or more years of work experience in managing public health and community-level programs
9. 3 or more years relevant international experience
10. Fluency in English required
11. Strong writing and oral presentation skills.
