Qualifications
Required:
B.S. Degree in Business or related field with 5+ years of relevant professional level experience in government contracting. Working knowledge of a broad range of business/management disciplines. Extensive knowledge of FAR, DoD and other FAR Supplements and CAS. Strong negotiation skills. Highly motivated self-starter capable of working independently. Excellent problem solving and communication skills, including proven effective writing skills. Spreadsheet and word processing skills. Candidates must possess and be able to maintain an active clearance.
Desired:
Practical Uniform Commercial Code (UCC) knowledge and contracting experience. 5+ years of relevant professional level experience in Prime Government Contracting.
Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Senior Contract Administrator.
Responsibilities
Lead the Contract Administration function on assigned programs, departments or business areas, while serving as the primary business interface between the Laboratory and assigned sponsors.
Support Program and Financial management in the preparation of proposals; interpretation of solicitation documents and/or contracts; review and preparation of Basis of Estimates (BOEs) and offer letters; and preparation of terms and conditions. Provide assistance in the development and implementation of pre-award and post-award risk mitigation plans. Maintain contract files and administer all post award contract actions and requirements. Serve as Laboratory's principal point of contact for sponsor proposal fact-finding meetings and for all contractual administrative matters between the Laboratory and its sponsors. Lead the Laboratory's negotiation team. Create and maintain a professional interface with all technical and business departments, management and government personnel, such as DCAA, DCMA and sponsor contracting organizations. Assist in the preparation of Policies and Procedures as appropriate and provide support to Laboratory business action teams as assigned.
Security
