Job Description
Systems Engineer to support concept development, design, build, test and evaluation of networks, web-based and desktop applications to support and include emergency response operations, communications technologies, databases and GIS mapping and situational awareness tools for government-based Emergency Management and Command and Control systems and applications. Participate and provide subject matter expertise in developing and/or supporting systems employed by Federal, State and Local Emergency Management or Command and Control Centers.
Duties
Provide subject matter expertise and support communications and network design, development, testing and evaluation. Support systems analysis and development for interoperable operations and supporting technologies. Generate system requirements reports, documents and user guides. Lead and support requirements analysis processes, develop prototypes, test beds and concepts. Initiate and develop requirements-based reports and follow through to completion. Support development of operational CONOPs, plans, and procedures. nteract with public safety and emergency management personnel to collect, analyze and employ end-user requirements for interoperable applications. Support program and project managers as required.
Qualifications
Required
BS in relevant field directly related to emergency management/command and control systems and supporting technologies. Three years work or project experience supporting emergency and/or intelligence operation centers. Work experience shall include requirements generation for software system design, networking systems, prototyping, and fielding. Familiarity with communications protocols, open architecture systems and their development, GUI development, and CONOPS for first responders. Experience interfacing at high levels to develop and understand end-user needs, system requirements. Familiar with command and control and/or emergency management processes and systems. Applicants shall have excellent interpersonal skills, the ability to solve problems with minimal supervision, and the ability to clearly express self both orally and in writing. Must be eligible for DOD clearance requiring background investigation and/or polygraph examination.
Desired .
MS in Systems Engineering, Information Systems or Emergency Management. Three years direct experience working in emergency operations or command and control centers. Experience with C2 situational awareness systems (i.e., WebEOC, E-Team, HSIN, EAS, local alert and warning systems). Strong technical writing background.
Special Work Conditions
Some travel (25%).
