Operational Command & Control (C2) System Engineer / Project Manager

Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking an Operational Command & Control (C2) System Engineer / Project Manager.
Responsibilities
System engineer with experience in Air Force operational-level command & control to provide technical and management leadership skills on externally-funded, process-instrumentation capability project.
Duties include:
1) Oversee/manage AF-sponsored projects focused on operational-level command & control. Establish project execution objectives, develop conceptual capabilities, ensure project team cohesion, interact directly with sponsor, manage and report project developments both internally and externally.
2) Oversee/manage APL-sponsored IR&D project(s) focused on operational-level command & control. Establish project objectives, develop conceptual capabilities, ensure project team cohesion, manage and report project developments.
3) Work with Program and Program Area Managers to conceptualize both evolutionary and revolutionary operational - level command & control capabilities which will enhance mission effectiveness.
4) Work with Program Manager to respond to command & control-related government solicitations, develop and draft proposals, write and staff task assignment orders to implement proposals.
5) Supervise and mentor inexperienced staff members on Air Force operational-level command & control doctrine and concepts within the technical group.
Qualifications
Required:
Bachelor's degree or equivalent in technical field.
Ten years of USAF tactical/operational C2 experience and an AF C2-related Warfare Specialist qualification.
Demonstrated ability to lead small technical teams.
Three years project management experience
Desired:
MS degree or equivalent in systems engineering, computer science, command & control or related technical field.
Experience with USAF operational C2 work practices and USAF acquisition and warfighting organizations and processes.
Six years project management experience.
Special Work Conditions
Some local travel (DC metro areas, single day trips) approximately one to three times per month to Pentagon, contractor-facilities, and sponsor facilities. Irregular travel within CONUS to sponsor/contractor sites approximately once or twice per quarter.
Security
Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Eligibility requirements include US citizenship. Future needs may require the ability to be eligible for DOD clearance requiring background investigation and/or Polygraph examination. Preference would be for current SSBI.
