Duties and Responsibilities In support of the Director Wireless EF&I (or with delegated/specific ownership from the Director Wireless EF&I) ensure that operations objectives are clearly and completely specified. In conjunction with Director Wireless EF&I and other Operation Managers, make sure justifiable site resources exist and are assigned to projects. - Plans and implements an approved site-staffing plan based on inputs from the Operation Supervisors, and the Program Plans that affect the specific site.
- Acquires equipment, tools, and test equipment required to accomplish assigned tasks and maintains control of same ensuring a correct inventory is kept and calibration is up to date.
- Acquires and provides safety equipment to Operation Supervisors, as required.
- Provides guidance to subordinates in satisfying the administrative requirements on field project tasks based on broad knowledge of policies and procedures.
- Maintains a resource database of personnel and their individual capabilities against which task requirements may be compared.
- Implements the resource allocation plans for specific projects/programs to include capital, facilities and manpower requirements.
- Opens job requisitions, interviews job applicants, makes hiring recommendations, and recommends salaries commensurate with qualifications.
- Ensures Travel Approval Form, Purchase Requisitions, and Expense slips initiated by Operation Supervisors and assigned personnel are logged in and properly coded.
- Reviews and approves Travel Approval Form, Purchase Requisitions, Expense slips, and Employee Performance Assessments initiated by Operation Supervisors and assigned personnel.
- Working with Director Wireless EF&I, initiates and completes Employee Performance Assessments for Operation Supervisors and other assigned personnel.
- Provides support and guidance to Operation Supervisors in the administration of the Human Resources function including, but not limited to, salary planning, policies and procedures, Equal Employment Opportunity, and personnel issues.
- Establishes and maintains the site telecommunications and data communications networks. Performs testing, configuration, network administration and manages the site network.
Work with Director Wireless EF&I, Business Development teams, other Operation Managers, Operation Supervisors and their teams, to produce complete program plans including, activity definitions, timelines, inter project critical dependencies. Track plans and monitor status, generate resource risk assessments for presentations to program and NorthStar leadership teams. - Provides leadership and assigns field project personnel, resources, and safety equipment to Operation Supervisors in a timely manner to ensure completion of project tasks.
- Monitors site/project budgets and manpower needs to effectively support project requirements.
- Maintains a current list of AFL approved vendors and subcontractors.
- Conducts status meetings, and establishes and maintains communication among AFLs functional organizations (QMS, Fielding, Training, Procurement, and Finance) to ensure site-related problems are identified, defined, and resolved in a timely manner.
- Interfaces with Sales Personnel to identify and develop plan to attain new and ongoing business opportunities.
- Interfaces with Director Wireless EF&I to identify and develop regional inputs to program plans, and AFL program and customer reviews.
- Monitors progress of work underway to anticipate timely provision of required site resources.
Analyze project plans to define critical resource requirements and interim work arounds as well as tradeoffs required to provide adequate support within stated timeframes. Support Operation Supervisors by generating detailed resource implementation plans tailored to projects being implemented at the site. Work with Director Wireless EF&I and other Operation Managers to ensure plans are consistent across the project. - Maintains a site test equipment calibration program to include all test equipment assigned to the site.
Maintain operations action item database associated with the site and provide timely updates to the Director Wireless EF&I. Escalate open operations action items proactively. Identify site operating issues and risks proactively. Maintain issues and risks database in support of operations or initiative owner. Skills/Requirements Bachelors degree in business, a technical discipline, or equivalent applicable experience. Position requires a minimum of five years in a technical field or in a program/technical support function with specific knowledge of the telecommunications field. Position requires a minimum of three years supervisory experience. Must possess project management skills in the areas of scheduling, cost control, work breakdown structures, and interpersonal skills.
