Title Corporate Safety Data Program Manager/FOQA Program Manager
Operating as a regional airline in the United States, Air Wisconsin Airlines performs flying services as a partner with United Airlines.
Currently operating a fleet of CRJ-200 regional jets as United Express, Air Wisconsin Airlines operates throughout the Eastern and Central United States as well as into Canada.
Air Wisconsin`s team is made up of around 1,500 members dedicated to making our travelers experiences safe and pleasant. With service to approximately 70 cities throughout North America, we carry an estimated 6 million passengers a year.
With supervision from the Director of Corporate Safety (DCS), the Corporate Safety Data Program Manager / FOQA Program Manager is responsible to manage all functions of the Corporate Safety Risk Analysis Program and the Flight Operations Quality Assurance Program (FOQA).
Primary Roles and Responsibilities:
Corporate Safety Risk Analysis Program
Promotes and fosters a safe and secure operating environment.
Lead and manage the design, development, deployment and continuous improvement of consolidation information and data across all Safety Assurance inputs as required by the CSMS.
Lead and manage the design, development, deployment and continuous improvement of the Safety Data Reporting System including creation of Safety Performance Indicators (SPI), dashboards, reports and investigation processes required by the CSMS.
Lead the Safety Data Analysis Team (SDAT) comprised of program managers and subject matter experts from the operational departments. Activities include analyze and assess risk associated with hazards identified within operational processes and the operational environment through data collected from various programs included in the CSMS Safety Assurance process, review risk controls and mitigation strategies developed by the operation and recommend modifications as needed, escalate risk to the appropriate Operations Safety Board (OSB), regularly review safety data for trends and assess risk as needed and provide input regarding annual safety goals, SPIs and CSMS performance.
Daily and weekly processing of all Operational Event Reporting Program reports received within the SMS integrated management system.
Performs consolidated Safety Management System data validation, analysis, risk identification, initial risk classification and notification from various databases including but not limited to Q-Pulse Operational Event Reporting Program, existing SharePoint Safety and Risk databases, WBAT, FDS FOQA, FOQA ACARS and ASIAS.
Assist with the development of initial and continuous improvement of safety performance metrics and safety goals as required by the SMS.
Daily support and monitoring of SMS Dashboard Data.
Performs continuous Safety Performance Indicator trend analysis.
Performs Safety Investigations as directed by the Director of Corporate Safety.
Performs Safety Directed Studies as directed by the Director of Corporate Safety.
Ensures proper disposition of all safety documents, files, analysis and correspondence.
Collects information to facilitate and support safety event investigation and analysis.
Information collection efforts include, but not are limited to performing database queries/reports, verify established document references and acquiring supplementary information from various information systems.
Supports DCS at Operational Safety Board Meetings with data presentation and analysis findings.
Supports DCS at Corporate Safety Review Board Meetings with data presentation and analysis findings.
Supports safety investigations with data collection, analysis and documentation.
Ensures that all required SMS data, reports, and records are maintained.
Creates and maintains SMS-required documentation of safety data collection, analysis, and dissemination processes.
Ensures that all safety information generated is factually correct, statistically sound and appropriately secured.
Assists with the creation of documents as required by the CSMS.
Flight Operations Quality Assurance Program
Manager and Subject Matter Expert responsible for all required functions of the FAA - approved FOQA program.
Ensures all requirements of the FAA FOQA Implementation and Operations plan are continually being met.
Responsible for all FOQA program data collection, processing, storage and protection functions.
Responsible for all FOQA data event and trend analysis.
Create all required FOQA reporting to internal and external customers including the FAA and ASIAS.
Facilitate FOQA Monitoring Team (FMT) meetings and activates including creation of meeting schedules, agendas, minutes, action items and recommendations.
Manage FOQA alerts and FOQA flight training curriculum development functions.
Corporate Liaison for all required FAA, ASIAS and Data Fusion Program activities.
Training Program Analyst - Flight
Coordinate with internal customers and departments (e.g.: Flight Operations, Inflight, Dispatch, Crew Qualifications, Training Scheduling, Safety, etc.), and external customers (e.g. FAA, DOD, TSA, IATA, ALPA etc.) to ensure the quality, efficiency, relevancy and regulatory compliance of Air Wisconsins AQP and flight training data and documentation.
Manage and analyze all flight training data including AQP data. Produce monthly, quarterly, and annual reports to the flight department. Assure all reports for the AQP data conform to all regulatory requirements.
Research, evaluate, and assist in any intial development and/or modification of any flight data collection system in full support of program requirements and recommend changes in procedures and data collection based on trend analysis.
Validate all required data has been submitted in accordance with training policies and procedures.
On-call status as required to support job duties.
Emergency Response Team Member.
Assists in the Safety and Security Department Business Continuity planning and documentation process.
Assists with Safety Training.
Assists with Safety Promotion.
Requirements Required Education and Experience:
Pilots license with ATP rating required and Associates Degree or equivalent.preferred.*
One to three years Part 121 or 135 experience required*.
One to three years related experience Aviation Flight Operations, Aviation Safety Programs or Airline Operations experience required*.
Check Airman or Instructor experience preferred.
Excellent communication skills required.
Ability to handle multiple tasks.
Experience in flight operation performance data, statistical and risk analysis required.
Three years of experience with data mining, analysis, trending and reporting preferred.
Web-based communication experience preferred.
Strong computer skills, including Microsoft Office Suite, Internet courseware development tools, and e-mail.
Excellent communication and organizational skills.
Able to balance competing demands with producing quality results in a fast-paced environment preferred.
Experience in a Lean, Six Sigma or other continuous improvement strategies preferred.
Excellent customer service skills.
Strong analytical skills and logical aptitude to work with complex regulatory requirements.
