Responsibilities: Provide Senior Program Analyst support to the Fleet Landing Systems Level III IPTL. Support to include ensuring all program and project management requirements for the Shore LS IPT are documented; provide direct liaison and contact to facilitate task completion between the IPTL and the activities supporting the IPT; provide development and review of IPT correspondence and documentation in support of all financial and budgetary related activities including coordination and response to data calls, cost planning, spend plan development and execution and requirements planning; coordinate the development of POM sheets, WAAs, Statement of Work, tracking of programmatic funding status and creating PID requests to support procurement of systems; and provide program management support to include risk development, management of technical schedule and ECP tracking.
Provide comprehensive support to the development and tracking of annual spend plans and tracking the execution of the provided funding; facilitate budgetary planning between the Level III IPTL, PMA-213 ELT Members, competency and technical leads in support of program management; contribute to IPT presentation development to include benchmark analysis, IPT assets and liabilites chart and future requirements projection; support the IPTL in developing POM issue sheets by coordinating with the LS 4.2 Cost Analyst, the ISEAs and Resource Sponsors; participate in the Program Management Reviews with OEM Vendors, NAWCAD and SPAWAR PAC as required by the IPTL; and provide analysis on the WY planning and execution of programmatic funds sent to those organizations.
Education: MS or MA degree from an accredited university in a Business, Management, or "Relevant Technical Discipline".
Allowable Substitution: BS or BA degree form an accredited university in Business, Management, or "Relevant Technical Discipline" and an additional four (4) years of experience; OR an additional ten (10) years of experience may be substituted for a MS or MA degree.
Experience: At least ten (10) years experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of those 10 years of work experience related to analysis and planning. Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required. Demonstrated experience in the program/project status, earned value management and schedules.
Other: Must have an Active Secret Security Clearance.
