Responsibilities: Provide program management support to PMA-207s VR/OSA Utility Lift (C-12/C-26) Integrated Product Team. Prepare acquisition documents IAW DoD 5000.2 requirements for the C-12/C-26 Programs. Enter Program Initiation Document (PID) in the Program Management Tool (PMT) to include PID Purchase Request (PR) Worksheets, Statement of Work, Request for Proposal and Technical Evaluations and Funding Documents. To include, PID reports and track all PID PR packages in support of Engineering Change Proposal and A/C modification programs. Setup DR Numbers and Network Activities for incoming funding document in Navy Enterprise Resource Planning. Draft programmatic documentation such as Program Objective Memorandum (POM) issue sheets, Over and Above Work Request (OAWR), Contract Funding to include OP20 and OP30 funding. Update Team Work Plan (TWP) and Common Spend Plan Tool (CSPT) to support team. Work with Team to prepare and review program reports and briefs. Work with Integrated Product Team Lead (IPTL) and Contracts to ensure modifications and delivery orders are being funded and executed in a timely manner. Work with IPTL and Contracts to ensure CLINs are established and exercised before funds are obligated. Verify Certificate of Completion (CoC) have been reviewed, signed and returned to contractor for payment. Identify and track program risks and mitigations. Work with AIR 4.2 to develop Integrated Master Schedule (IMS) for Utility Lift projects and track cost, schedule, and performance.
Education: MS or MA degree from an accredited university in an Administration, Business or Management. Level 3 IA certification required.
Allowable Substitution: BS or BA degree from an accredited university or PMI certification and an additional three years of experience can be substituted for an MS or MA degree. An additional five years experience may be substituted for the degree requirement.
Experience: At least 5 years experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of two years out of 5 years of recent work experience related to weapon system acquisition. Familiarity with SECNAV, Chief of Naval Operations (OPNAV), and Office of the Secretary of Defense (OSD) forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required. Demonstrated experience in the program/project status, earned value management and schedules.
Other: Must have an Active Secret Security Clearance.
