Responsibilities: Cradle to grave contract management to include proccessing new contracts, modifications, and contract close-outs for all contract types. Maintain and monitor contract data in Costpoint. Review and prepare responses to contractual/pricing data calls, as well as RFQ`s/RFP`s, and Task Order Proposals. Provide financial analysis on contracts to include comparison of actuals to projected. Perform ETC`s and EAC`s as needed. Develop limitation of funds letters and other contract correspondence. Track and submit contract deliverables, to include the preparation of financial expenditure reports. Review and track incoming and outgoing nondisclosure agreements, proprietary information agreements, and teaming agreements. Draft and negotiate subcontract agreements, develop task order documentation and purchase orders. Review and approve subcontractor invoices and financial expenditure reports. Ensure compliance with all contractual requirements, FAR, DFAR, and other relevant regulations. Work closely with government contracting personnel and technical customers, industry counterparts, company program managers, and other corporate staff.
Education: Bachelor`s degree from an accredited university in a business related field.
Experience: Twelve years of recent DoD corporate contracts management experience to include cost proposal development and negotiations. Knowledge of FAR and DFAR. Experience with various types of DoD contracts to include CPFF, FFP, and T/M. Experience with preparing and reviewing agreements to include subcontracts, nondisclosure agreements and proprietary information agreements. Must have experience developing contract budgets, analyzing financial data, developing expenditure projections, and monitoring contract projections against actual expenditures and funding. Experience in the preparation and tracking of contract deliverables is a must. Must be familiar with contracts that have multiple CLINs to include experience in tracking expenditures at the lowest project level. Experience with multiple contract reporting requirements, such as ECMRA, subcontracting reporting, and the reporting of executive compensation and First-Tier Subcontract Awards is required.
Other: Relies on experience and judgment to plan and accomplish work independently. Ability to work as a team player. Excellent communication skills a must. Must have excellent MS Excel and MS Word skills. Ability to create and maintain complex spreadsheets is required. Must have the ability to perform research to answer contract specific questions from technical personnel and the ability to communicate and understand contractual requirements and risks. Costpoint experience required.
