Responsibilities: This position serves as a Security Cooperation Participant/Foreign Military Sales (SCP/FMS) Senior Program Analyst for New Business, based at the F-35 Joint Fighter Program Office (JPO), Arlington, VA. Responsible for working with FMS leadership to develop relationships with potential new business countries, responding to Letter of Requests (LOR), and establishing, developing and executing requirements in Letters of Offer and Acceptance (LOA). This position helps establish and monitor performance goals and assists with coordinating efforts with Integrated Product Teams and other business operations leaders in the technical, sustainment and programmatic areas, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting/funding, configuration management, integration, testing, life cycle logistics and training. This position requires understanding of the FMS System as well as operational knowledge and experience with the Acquisition Logistics and Sustainment Life Cycle.
Education: Bachelor of Science/Bachelor of Arts degree from an accredited university in Business or a related Business Management curriculum. Masters degree from accredited university is desired.
Experience: Experience includes at least ten (10) years in DoD acquisition, aircraft acquisition is highly preferred. Knowledge and experience in DoD acquistion program management (which could include: systems engineering, test, and logistics support). Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition. Knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
Knowledge of DoD budget processes (PPBE): administrative relationships within the USAF, USN and DoD; administrative relationships with the Systems Command and field activities. Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
Ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management, foreign and domestic, to effectively defend deviations from established policy or modifications to previously approved plans. Experience in DoD aviation maintenance management and DoD supply chain management highly desirable. Willingness to travel overseas.
Knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M.
Other: Must have an Active Secret Security Clearance. There will be routine CONUS travel to locations such as Ft. Worth, TX and occasional OCONUS travel to designated country.
