Responsibilities: This position serves as the Security Cooperation Participant/Foreign Military Sales (SCP/FMS) Mid Level Program Analyst for New Business, based at the F-35 Joint Fighter Program Office (JPO), Arlington, VA. This position supports the FMS New Business cell with Letter of Requests (LOR) development and establishing, developing and executing requirements in Letters of Offer and Acceptance (LOA). The position also performs program management, technical, or business case analyses as required; it analyzes program requirements, project status, budget and schedules. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize, analyze, and interpret technical data and financial information relating to aircraft acquisition and product programs while ensuring complains with applicable acquisition programmatic and financial DoD, Service, and JPO policies, procedures, and practices.
Supports all aspects LOR and LOA development for new F-35 FMS cases as needed. Coordinates, analyzes, and inputs LOA-related cost data into FMS team products (Excel spreadsheets, briefings, FMS systems, etc to support Price and Availability P&A.)
Research and draft initial responses for internal JSF JPO staffing actions and formal correspondence from Executive Leadership Team (ELT) to respective country. Develop and maintain country paper and Quad charts for ELT on respective country. Maintain program and project schedule and tracks and reports on milestones and deadlines.
As required coordinate with IPTs for proposal inputs/support. Assists in defining BOEs/SOW to task LM/P&W. Coordinates Intra-Agency coordination for LOA. Coordinates foreign visitors to US JPO, other sites. Coordinates JPO/DTSA/SAF/IA travel to foreign countries including reservations, required pre and post travel briefings, visas etc. Also assists with development of leader travel books.
Assists in reporting periodic and comprehensive assessments and evaluations of new business and JPO FMS program goals and objectives that will provide a basis for long-range planning to enhance the organizations management capabilities. Recommendations regarding these objectives will have wide and continuing impact on present and future development programs. Provide subject matter support to the SCP/FMS Leadership for new business, as required for the execution of all US-Country JSF LOAs. Maintains FMS new business cases documentation on shared file server.
Education: Bachelors degree from an accredited university in Business or a Business management related field and 8 years relevant experience.
Allowable Substitutions: Associates degree and at least 4 additional years of relevant experience. High School Diploma or equivalent and at least 8 additional years of relevant experience.
Experience: Must have at least 4 years of program management, technical or business analysis professional experience with at least 2-years technical support to a major weapons system and component development. Preferred: At least 4-years supporting defense acquisition programs. Experience processing program acquisition, funding and contract documentation for domestic and international military aircraft programs.
Experience in DoD aviation maintenance management and DoD supply chain management highly desirable. Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment. Knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).
Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition. Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products. Knowledge and experience in DoD acquisition program management (which could include: systems engineering, test, and logistics support). Knowledge of DoD budget processes (PPBE): administrative relationships within the USAF, USN and DoD; administrative relationships with the Systems Command and field activities.
Ability to draft documents and presentations to any or all levels of government and industry management, foreign and domestic, to effectively defend deviations from established policy or modifications to previously approved plans.
Other:Must have an Active Secret Security Clearance. Up to 50% travel with routine CONUS travel to locations such as Ft. Worth, TX. Occasional OCONUS travel to designation countries.
