Responsibilities: Provide Program Analyst support to the PMA-213 Combat ID (CID) Ship IPT. Responsible for executing OPN, OMN, SCN & OCF relating to fiscal management of Government Furnished Equipment (GFE) for IFF hardware & software retrofit and new ship construction.
Support the CID Ship IPT in the preparation of Statements of Work (SOWs) and Contract Data Requirements List DD Form 1423 (CDRLs) to include receipt and review of data items; participate in Engineering working group meetings (Trouble Reports, Configuration Boards, ECP tracking); action item tracking; meeting minutes; and developing/implementing operating procedures.
Additionally, provide Participating Acquisition Resource Manager (PARM) support for big decks (CVN, DDG, LHA, and LPD Class Ships) & small decks (JHSV, SSC, Partrol Boats, Army Watercraft, SSN and RCB Class); tracking of GFE, data calls, acquisition documentation, fiscal management, and processing of improvement initiatives. Liaison with NAVSEA Program Offices.
Education: BS or BA degree from an accredited university in a Business, Management or Relevant Technical Discipline.
Allowable Substitution: An AS or AA degree from an accredited university and an additional four (4) years of experience or an additional eight (8) years of experience may be substituted for a BS or BA degree.
Experience: At least eight (8) years of experience in program management, technical or business analysis discipline; and included in the eight (8) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Must have experience processing program acquisition, funding and contract documentation for military programs.
Other: Must have an Active Secret Security Clearance.
