Responsibilities: Provide Senior Acquisition Program Analyst support to the PMA-242 AARGM IPT. Must have good communication skills oral and written. Should be comfortable working in a program office environment. Must possess high level working knowledge of the program management tool (PMT) and the CDRL tool. Must be able to conduct procurement planning conferences, prepare minutes, and draft the procurement planning agreement. Must be able to draft statements of work, (maintain configuration control of all drafts), contract data requirement lists (Form 1423s) and sections B-K. Must be comfortable with running the weekly contracts review meeting with NAVAIR Contracts and separately with the Prime Contractor. Should have some hands on experience with providing acquisition inputs for weekly reporting, presentations and status updates during various team meetings. Must be able to prepare procurement planning documents (PIDS) for new contact actions, and admin mods. Must be able to provide direct support to integrated program teams during technical evaluation of various contractor proposals. Must possess high level working knowledge of Microsoft office suite (power point, word, excel and project to some degree). Should have good working knowledge of acquisition reporting and be able to prepare draft presentations, update the drafts, and schedule the pre briefs to support Gate 6 Sufficiency Reviews, Executive Review Boards, and Program Management Reviews. Should be able to coordinate acquisition drills, draft acquisition plans, justifications and approvals. Should have a working knowledge of the federal acquisition regulations, DoD 5000 and NAVAIR procurement procedures. Must maintain acquisition archives, coordinate with other program offices, other Government activities such as NAWCWD, and USAF.
Education: MS or MA degree from an accredited university in a Business, Management or Relevant Technical Discipline.
Allowable Substitution: BS or BA degree from an accredited university or PMI certification and an additional three (3) years of experience can be substituted or an MS or MA degree. An additional five (5) years experience may be substituted for the degree requirement.
Experience: Must have a minimum of ten (10) years of experience in program management, technical or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of the ten years of recent work experience related to analysis and planning. Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD 254 is required. Demonstrated experience in the program/project status, earned value management and schedules. Leads the execution of complex tasks. PMP certification for this position is considered beneficial/desired.
Other: An Active Secret Security Clearance is required.
