HELP DESK & ASSET DATABASE MANAGER (Req 21 016) - Program Management Contract

Responsibilities:Develop and implement policies, guidelines, and procedures to ensure effective and economical management and technical support in providing Help Desk and Asset Database Management Support services for the PMA-266 C-UAS IPT utilizing NAVFAC AT/FP Ashore Program systems and equipment. Review and provide detailed assessments of completed, in-progress and projections on Asset Tagging and comprehensive Project Status Reporting. Manage and monitor C-UAS trouble ticket status and perform detailed assessments of issues affecting program assets to include status reporting. Perform assessments and provide recommendations for implementing resource-lean, scalable, high quality, and cost-effective management of C-UAS systems, tailored to the end user and C-UAS IPT leadership requirements. Manage C-UAS system data changes in coordination with NAVFAC AT/FP Ashore Program requirements.

Provide technical and logistics support for PMA-266 C-UAS IPT utilizing NAVFAC AT/FP Ashore Program systems and equipment, via Help Desk and Asset Database Management Support services. Perform required C-UAS IPT duties by researching and analyzing Help Desk and Asset Database Management environments and technical information. Manage site system install data artifact distribution, warranty expiration schedules, system discrepancy oversight and facilitate the implementation of effective Help Desk and Asset Database Management plans, objectives, initiatives, and solutions to reported issues. Provide C-UAS system tracking of maintenance and reliability status reports and ensure effective improvement in the implementation ILS and Life Cycle/Sustainment Support strategies employing NAVFAC AT/FP Ashore Program equipment.

Provide support for validation of Spot Checks performed by the Sustainment Contractors which are a method for evaluating baseline Asset Database ambiguities. Perform review and validation analysis of Sustainment Contractors CDRL deliverables to ensure government property assets are accounted for, maintained, supported, and managed as per contract requirements. Prepare and submits a summary of Spot Check validations. Communicate and coordinate with PMA-266 C-UAS IPT leadership and NAVFAC EXWC AT/FP Ashore Sustainment APM, to develop status reporting metrics utilizing the REMEDY and AIM database systems, detailing system performance, configuration management, maintenance history, asset management information and site system installation progress. Perform analysis and validation of Government assets in the NAVFAC AT/FP Ashore REMEDY System. Provide support for Help Desk and Asset Database standardization, to include providing recommendations for new C-UAS program asset data, revision to current asset data and updating the appropriate data fields within the AT/FP Ashore REMEDY and AIM System. Maintain oversight of the Help Desk trouble ticket queue and assign tickets, ensure that tickets are worked and resolved within service level targets, ensure that work is documented, and customers are updated. Serve as a further escalation point for the team, and coordinate with other queue managers to ensure handover, continuity, and consistency.

Collect C-UAS systems/equipment status metrics, develop and distribute the daily and weekly asset, incident, fiber, PsNet reports, and tri-annual trend analysis reports. Monitor Service Provider/FSR performance to ensure the contractor maintains quality control and responds time requirements. Monitor resolution and corrective action progress to ensure mitigation strategies are efficient and effective. Ensure Help Desk activity metrics, key performance indicators and customer satisfaction metrics are produced and delivered. Manage and assume responsibility for the overall ownership, monitoring, tracking and quality assurance for C-UAS system unscheduled and scheduled maintenance corrective action documentation, to include preventive maintenance ticket generation and completion. Act as the C-UAS point of contact for customer and end user communication and manage required issue or concern escalation needs. Provide oversight and tracking of system hardware/software updates and configuration changes, to ensure C-UAS system upgrades are incorporated effectively and in a timely manner. Review and provide comments and recommended changes to program asset report metrics and artifacts. System sustainment efforts include interfacing with the NAVFAC EXWC AT/FP Ashore Sustainment APM. Provide Help Desk and Asset Database Management services and technical support for C-UAS program ILS and Life Cycle/Sustainment strategy goals. Perform administrative management duties within NAVFAC AT/FP Ashore Program systems and equipment.

Education: B.A./B.S. degree from an accredited university in Business Administration, Management, or related business, science or technical discipline.

Experience: Four (4) to ten (10) years experience performing logistics. Experience managing asset databases and asset tracking and data validation processes. Experience managing a program of site surveys and the subsequent validation of data, experience of using asset database management systems to store and retrieve data, and the ability to prepare complex reports from data management systems; NAVFAC AT/FP Ashore Program Technologies; NAVFAC Processes. Understanding of MS Office Suite, especially MS Excel.

Other: An Active Secret Security Clearance is required.
