RESPONSIBILITIES:
Provide direct Program Analyst support to the JPALS Test and Evaluation (T&E) and Ship Integration (SI) IPT Leads. The following tasking to be completed includes: administrative support, meeting minute and action item support, programs and project briefing support, and budgetary input and execution for the JPALS T&E and SI IPT(s). In addition, analyst will provide overall Work Breakdown Structure coordination/preparation/facilitation support and tracking, risk review and tracking, contract action tracking and provide assistance with the generation of program status for weekly Roundtable and monthly Cost/Schedule/Performance (CSP) briefs, as required.
This position requires strong project management skills and applicants should be able to apply knowledge of policies and regulations including DoD, Navy, NAVAIR, SPAWAR, and NAWCAD that are applicable to engineering program management of ATC&LS electronic systems. Apply knowledge of policy and regulations to prepare presentations, prepare point papers, and develop draft planning and out-year projections, including applicable documentation. Duties also include tracking financial data such as obligations and expenditures, development of Work Breakdown Structures (WBS),and administrative support such as filing, preparing technical meeting minutes, and tracking action items. Individual must be self motivated and able to work independently, but also work well in a team environment. Applicant will be in a high visibility role and must have strong interpersonal skills.
REQUIREMENTS:
Associate's Degree in technical or business discipline from an accredited college or university. A minimum of six (6) years experience demonstrated in DoD program management support and a minimum of three (3) years experience in DoD financial analysis. Program Office experience desired.

Demonstrated clear and effective oral and written communication skills. Demonstrated understanding of funding documents, obligation/expenditure phasing plans, and the DoD Planning, Programming, and Budget Execution (PPBE) process. Experience in Navy ERP is required. Prior training in acquisition and financial management is desired.
Project management/Administrative skills such as ability to take meeting minutes and track action items. Good interpersonal skills a must. Knowledge of Earned Value Management is a plus.
