SENIOR PROGRAM ANALYST (Req 13... Wednesday, May 01, 2013 LOCATION: California MD RESPONSIBILITIES: Provide Senior Program Analyst PID Process Coordinator support. Perform as the primary point-of-contact for data entry into PMT. Host Procurement Planning Conferences (PPCs) to populate the PMT Contract Checklist and establish milestones, resulting in the Procurement Planning Agreement (PPA) as the baseline for program development. Track PMT milestones and generate reports reflective of milestone progress through to contract award. Generate draft Procurement Initiation Documents (PIDs) for NAVAIR for equipment procurement, delivery scheduling, equipment repairs, Engineering Change Proposals (ECPs), and contract updates. Initiate and monitor routing of contract PIDs to the program office for review and approval. Provide information to the BFMs for Navy ERP, and to NAVAIR Contract Specialists for entry into ZSPS for contract award. Contribute to the development of Statements of Work (SOWs), Contract Development Requirements List (CDRL) DD-1423 Forms, and DoD Security Classification Specification (DD-254) Forms. Attend various program team meetings and technical meetings to stay appraised of program contract requirements. Interface with acquisition managers, program managers, and team leads to provide program progress assessments. REQUIREMENTS: Education: Bachelor`s Degree from an accredited college or university Experience: A minimum of ten (10) years experience in program management, technical, or business analysis discipline; and a minimum of five (5) years out of the prior ten (10) years of recent work supporting systems acquisition, development or support management. Experience in automated data analysis systems and information management systems necessary. Demonstrated experience in program/projects integrated master plans, schedule monitoring, and project status tracking necessary. Must be knowledgeable in SECNAV, OPNAV, and OSD policies and procedures related to the PPBS process. Demonstrated clear and effective oral and written communication skills. Familiarity with ATC, military aviation, aviation communications and ID systems or airspace management systems and regulations desirable.
