JOB SUMMARY
Under limited guidance, oversee the completion of all responsibilities related to BSA / AML / OFAC government reporting functions. Assist senior management and staff members who work with customer accounts to determine suspicious activity and other regulatory requirements under the USA PATRIOT Act among other laws and regulations relating to BSA/AML, Corporate Security, Fraud and Legal Departments. Provide assistance to management in matters relating to BSA regulatory requirements and AML policies including SARs, 314 a and b, OFAC, and CTRs. Manage oversight of escalated alerts and distribution of source information including internal referrals and escalations, law enforcement, and external requests for communication and information from subpoena requests received from the Associated Bank Legal Department as well as Federal, State and Local Law enforcement agencies. Assist with oversight of all CTR functions including but not limited to obtaining necessary paperwork, pulling required reports, reviewing documentation and transactions, completing narratives, managing the CTR exemption process, maintaining logs, and providing high level oversight. Interaction with frontline personnel may be necessary to obtain information or documentation as needed. Review and subsequent approval of completed CTRs from branches utilizing internal reports.

Provide technical guidance and project management for special projects related to BSA, AML, CTR, and OFAC. Provide guidance and oversight for thorough, timely, accurate, and complete FID government reporting. Complete any required service requests, testing, and other leadership or management duties as needed.

Responsible for staffing, performance management, coaching and development, employee relations and monitoring the BSA/ AML / OFAC government reporting team. Plan and prioritize workload productivity standards to meet department objectives. Keep BSA/AML/OFAC Officer and Associate Officer informed regarding department productivity. Oversee work-flow or performance issues, and related progress and improvements, regarding staff. Provide performance feedback guidance to analysts as needed. Prepare and/or deliver annual performance reviews.

Develop department goals and objectives in unison with those of overall Corporate Risk Management. Monitor progress towards completion of established goals and objectives through communication with staff

Operates in full compliance with internal policies and procedures as well as applicable regulations and laws, including but not limited to Bank Secrecy Act/Anti-Money Laundering requirements. Responsible to report any procedure or process that doesnt meet regulatory requirements including fraud, whether suspected or confirmed, to management. This reporting can be done directly to any member of management, including Human Resources or Corporate Security, or can be reported through Associateds anonymous Ethics Hotline.

COMPETENCIES

JOB ACCOUNTABILITIES
1. Work with the BSA/AML/OFAC Officer and Associate BSA officer to develop and implement policies, processes and procedures related to government reporting.

2. Empower and provide guidance to direct reports to increase individual and team growth and manage conflicts, recruiting, training, employee relations, performance appraisals, and other human resource activities.

3. Acts as a front-line technical resource for internal and external customers, including but not limited to, Facilities, Human Resources, Corporate Trainers, and managers, on all matters pertaining to AML Due Diligence.

4. Oversee and monitor all levels of government reporting, including daily operations, escalations, resolution and general oversight for CTR, BSA, AML, 314 and OFAC reporting. 
 
5. Ensure overall compliance with the Bank Secrecy Act and Anti-Money Laundering laws.

6. Prepares, interprets, summarizes, and transcribes complex oral, written, and automated communications pertaining to AML Due Diligence; creates complex reports, flow charts, graphs and departmental forms, to assist with training, orientation, and identify patterns to money laundering. 
 
7. Performs general project management as needed for special projects

8. Has responsibility for overall government reporting as well as general FID department reporting as needed . Taking ownership to ensure all reports are timely, complete and accurate and fill management needs.

Qualifications
  JOB SPECIFICATIONS

Minimum Education
Bachelors Degree in Business or related field or equivalent.

Preferred Education
Bachelors Degree in Business or related field or equivalent work experience. Certified Anti-Money Specialist (CAMS) designation.

Minimum Experience
5-7 years banking with 2 years focused on EDD/BSA/AML or Audit related experience
2-3 years supervisory/management experience
Preferred Experience
10 or more years of banking with 5 years focused on EDD/BSA/AML account monitoring or Audit related experience
5-7 years of supervisory/management experience

SPECIAL SKILL REQUIREMENTS Computer Skills/Licensing/Certifications/Bonding
(Preferred) Certified Anti-Money Laundering Specialist (CAMS) certification
