JOB SUMMARY
The Community Reinvestment Department is responsible for establishing CRA (Community Reinvestment Act) policy for the Bank, and monitoring the Bank`s performance in complying with the requirements of the CRA program. Under limited direction from the Compliance Analysis Manager, the Senior CRA Analyst (the Analyst) will be responsible for all data collection, validation/documentation, and analysis efforts related to community development lending and investments. In addition, the Analyst will prepare lending, investment, and service performance analysis dashboards which will assist management with assessing ongoing CRA performance. The Analyst with the assistance of the Community Affairs Officer will also provide a performance context narrative in addition to the dashboard analysis which will assist management with understanding the factors that are influencing performance. The Analyst will provide the analysis related to the above activities for CRA examinations and internal usage according to the department`s event calendar, for Executive, Corporate CRA Committee, and Business Line CRA sub-committees. The Analyst must be proficient at interpreting, analyzing and understanding CRA exam performance expectations and with interpreting new guidance / regulations for CRA/ HMDA and its impact. The Analyst must become familiar will the product and services offered by the Bank to provide oversight and reasonable assurance that the appropriate documentation is on file to support the data being collected and that the bank is receiving maximum credit for all qualified activity.

JOB ACCOUNTABILITIES
1. Facilitates the collection, evaluation, documentation, and organization of all community development lending and investment activities.
2. Prepares quarterly analysis of the community development lending and investment activity for distribution to the Commercial, CRE, or Treasury areas as applicable and to the Corporate/business line CRA committees. Facilitates meetings with business line management and assists management with interpreting the performance analysis reports, documenting the factors that are impacting the banks performance, and in developing strategies to address areas where performance is below regulatory/management expectations.
3. Prepares lending, investment, and service performance dashboards utilizing CRA Wiz on at least a quarterly basis or as needed. Assists the Compliance Analysis Manager with establishing CRA performance goals/objectives. Facilitates meetings with business line management and assists with interpreting the performance analysis reports, documenting the factors that are impacting the banks performance, and in developing strategies to address areas where performance is below regulatory/management expectations.
4. Develop, design, update, and implement all processes, policies and procedures related to community development lending and investment functions, to ensure regulatory compliance and effective public relations.
5. Provides training on CRA related topics as needed or requested by the Compliance Analysis Manager or business line management.
6. Provides assistance with internal/external CRA reviews/examinations to ensure the company is in compliance with all regulatory requirements.
7. Assists the Compliance Analysis Manager with gathering data to analyze the Banks performance within and outside of its assessment areas. Requests for such analysis could come from within the bank or from outside government agencies or community groups.
8. Provide assistance with technical questions concerning the CRA program. This would include explaining new and existing requirements under CRA to bank personnel.
9. Carries out assignments discreetly, effectively and efficiently in sensitive and confidential circumstances. Ensures continuing development of professional relationships with management and colleagues.
Qualifications
Minimum Education
Bachelor`s degree or equivalent work experience.
Preferred Education
Bachelors Degree with a compliance, finance, regulatory review, accounting, law or risk management emphasis. A professional certification in risk management is a benefit.
Minimum Experience
3 - 6 years banking experience in compliance, CRA or a related risk management area. Experience with CRA Wiz applications. Strong computer skills Excel (spreadsheet). Strong organizational development skills. Knowledge of CRA Regulations.
Preferred Experience
7 10 years of banking regulatory audit or compliance experience with a focus on CRA programs and evaluations.
