JOB SUMMARY
General responsibilities include the development of relationships with providers and facilities within the Northwest for the purposes of potential collaboration and/or shared services and growth. Responsibilities also include planning/directing and the delivery of PHKMC services consistent with PeaceHealth's strategic plans, providing leadership for the development of healthcare services, promoting physician and community relationships and promoting management/employee behaviors that contribute to the achievement of the goals and objectives of PeaceHealth. Ensure that clinical support services are coordinated across staff, functions, and activities in order to improve patient care and clinical outcomes.
Lead and ensure the development of an effective operational referral network in Ketchikan and surrounding counties and areas in support of PeaceHealth Northwest Network, objectives. Provide executive leadership, direction and administration of PeaceHealth Ketchikan Medical Center (PHKMC) to ensure safe, compassionate care.
Lead the operations of PHKMC, including the Long Term Care Unit, Rehab, and the Craig Clinic and maintains accountability for the overall administration and management of PHKMC in providing efficient, high quality, patient/family focused care. Lead in the development of PHKMC as a state and national leader of quality and safety standards for Critical Access Hospitals.

ESSENTIAL FUNCTIONS
1. Responsible for operational referral network development in Southeast Alaska and Northwest Washington.
2. Develop relationships with facilities and providers in Southeast Alaska and the Northwest Network for the purposes of potential collaboration and/or shared services.
3. Partner with the NW Network VP Strategy, Innovation & Planning in identifying and responding to rural and regional strategic network development needs.
4. Development and implementation of satellite clinics and offices as indicated.
5. Foster and maintain effective relationships with PHMG and community providers that serve the PHKMC facility.
6. Provides strategic leadership of PHKMC which results in a dynamic organization that is responsive to the needs of the community in a manner consistent with the Mission and Values of PeaceHealth.
7. Keeps the PHKMC Governing Board informed regarding current trends, issues and matters of public policy.
8. Provides for proactive development, communication and maintenance of strategic direction and long range plans (human resources, capital resources, financial, etc.), which are designed to meet the needs of the population in an affordable and quality manner.
9. Develops budgets and targets to ensure financial measurements are met.
10. Provides leadership for: strategic planning, clinical excellence, personnel management, fiscal accountability, operational effectiveness, and positive relations with physicians, staff, patients and representatives of other departments in concert with the Northwest Network strategic and operational goals.
11. Serves as a collaborator and partner to the efforts of the PeaceHealth Foundation and philanthropy. Works closely with Foundation to cultivate, plan and execute philanthropic goals that best serve the organization and community.
12. Ensures the presence of on-going quality improvement programs and champions the continuous improvement process for all areas within scope and span of control.
13. Fosters relationships with local community organizations that provide support for the PeaceHealth Foundation.
14. Develops an organizational culture of healing and compassion care.
15. Develops a constructive and respectful relationship with physicians that result in mutually supportive relationships.
16. Works closely with the medical staff and other providers to ensure that the highest quality of service is being delivered to the patients; participating in PHKMC medical staff committees as appropriate. Ensures compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring the operations of programs and services, and initiating changes where required.
17. Ensures that the community is well served through proactive participation, contribution and hospital representation in the organization's external environment including the health care industry, the community, the medical staff business, etc.
18. Ensures that safety and quality are a priority in all areas of the network development and the PHKMC organization.
19. Encourages the integration of the referral network and hospital with the community through effective communication and public relations programs.
20. Serves as PHKMC Chief Mission Officer. Champions and is actively involved in Mission Integration. Provides a periodic review to the Board of the current state and future goals to ensure PeaceHealth continues to advance the ministry of the Sisters of St. Joseph of Peace.
21. Develops an organizational culture that is values-driven and promotes positive, highly engaging, nurturing relationships among the various participants, (e.g., caregivers, patients, Community Governing Board members, Network Board members, system leadership, medical staff and community members, etc.) and is respectful of the dignity and worth of each person.
22. Provides strategic and spiritual leadership, which results in a vibrant organization that is responsive to the needs of the communities it serves in a manner consistent with the mission, values, and vision of PeaceHealth.
QUALIFICATIONS
EDUCATION: Master's Degree in a related field, such as MHA or MBA, or a combination of education and experience equal to a Master's degree, is required.

EXPERIENCE/TRAINING: Minimum of 10 years experience in healthcare administration in progressively responsible leadership positions.

OTHER SKILLS:
• Demonstrates an understanding and commitment to the PeaceHealth Mission, Core Values and Leadership Model and role models the attributes.
• Excellent verbal and written communication skills required.
• Ability to form collaborative relationships, both within the organization and in the community.
• Ability to demonstrate effective problem-solving techniques required.
• Comprehension of external forces facing the healthcare industry and extensive knowledge of hospital operations is required, as well as a broad understanding of the growth and development of managed care, capitation contracting, physician governance structures and development of an integrated healthcare system.
• Successful track record building medical staff loyalty and support required.
• Demonstrated management and financial expertise required.
