Water Resource Engineer II

$55,453 - $81,900 (full range)

JOB SUMMARY:
The City of Greeley Water Resources Division is seeking water professionals who are committed to protecting and securing the water for a growing, dynamic community. As a part of the Division, you will work with a group of committed engineers, attorneys and other professionals who are dedicated to continuing and enhancing Greeley’s leadership role in the Colorado water community. The Water Resource Engineer II actively protects and develops the City’s diverse multimillion dollar water rights portfolio. The Water Resource Engineer II is the project manager for the City’s water rights applications, statements of oppositions, and water rights acquisitions, and provides technical support for legal counsel and consulting engineers on these matters. Reviews proposed plans of other water users to assess impacts on Greeley Water’s collection system operations and water rights. The position reports directly to the Water Resource Manager. The Water Resource Engineer II is expected to work independently and have excellent verbal and written communication skills. Background in both water rights law and engineering is highly desirable.

EDUCATION, EXPERIENCE, KNOWLEDGE & SKILLS
(equivalent combination of the following):
  • B.S. in Water Resources, Engineering or related degree
  • 4+ years experience desired in water resources analysis and development; change of use applications; statement of opposition engineering; water rights adjudications, water resource planning, or related experience.
  • Extensive knowledge of Colorado water law (water rights and administration);
  • Water resource planning and management experience for municipal water system desired.
  • Knowledge and ability to use an array of computer-based applications, including: MS Excel, MS Access, and MS Project software;
  • Valid driver’s license with good driving record.
ESSENTIAL FUNCTIONS - Must have ability to:
  • Communicate complex concepts in writing;
  • develop and monitor budgets associated with assigned projects;
  • interact appropriately with employees, contractors, outside agencies and the Water Board;
  • develop policies and processes as necessary for responsible water resource management;
  • analyze data from various sources, draw appropriate conclusions, and make sound recommendations for action;
  • learn job related material through oral instructions and observation;
  • comprehend and make inferences from written material;
  • use blueprints, schematics, layouts or other visual aids; and
  • defend position in contentious atmosphere;
WORKING ENVIRONMENT:
  • This is primarily a sedentary position and the majority of time will be spent in an office environment.
  • Seasonal field work occasionally required to assess ditch operations or to collect water resource data from ditch companies.

PHYSICAL REQUIREMENTS:
  • Vision enough to read maps, layouts, water documents and other visual aids;
  • Manual dexterity enough to letter operate a personal computer;
  • Hearing and speech enough to communicate to water users, developers, etc. in person and on the telephone.
  • Mobility enough to access water resource measurements in rough terrain such as farm/fields/ditch banks.
