Description:
*This position is being advertised as a progression and will be filled at the level corresponding with the applicants education and experience in reference to the department needs. In each progression level, the qualified applicant will perform technical and review work on select construction plans and related documents to ensure compliance with the City of Tulsa’s building, fire, sign, stormwater, water/sewer, and zoning codes and ordinances. Also, provide customer service for all aspects of building/construction development issues and processes.
Pay Grade:
AT-28 – EX-44 / Salary Range: $2,709 - $7,139/Mo.
Minimum Requirements:
Five Level Progression: Requirements, responsibilities, and remunerations are increasingly graduated throughout the plans examiner progression, allowing entry at whatever level of competency the applicant possesses. Must have comprehensive knowledge of construction materials/methods; ability to interpret construction documents; perform engineering calculations. Experience may not be substituted for education. Refer to the Plans Examiner Progression Criterion Document for additional requirements at each progression level. EXAMPLE: Level One requires sixty (60) hours of coursework in civil engineering, construction management, architectural science, business administration, or other related field from an accredited college or university, and one (1) year of field/office construction related experience. Increased requirements up to Level Five requiring, five (5) year professional degree in architecture, or a bachelor’s degree in civil engineering, construction management, business administration or other related field of study; and have ten (10) years of progressively responsible experience related to construction, building design, structural systems, site development, legal practice, or business administration the field/office, including five (5) years of verified experience performing “Responsible Charge” work of broad responsibility above required of Professional Code Official; doctoral thesis can be substituted for experience; and new hires may be required to complete three (3) hours of additional approved related professional coursework or equivalent training during initial probationary period; and preferred plans review code analysis and field experience mixture, as well as, expertise in computer drafting system(s).
Licenses and Certificates:
Requirements vary by progression level, for instance: each level requires possession of a valid Oklahoma Class “D” Operator’s License; and must obtain within one (1) year of hire date required code certifications described within progression. For progression level one, at least one (1) plans examiner technical exam approved by management. For progression level five, obtain within designated time as set by the department, at least four (4) ICC Certifications (9 or more technical exams, including exams required for other progression levels) approved by management or equivalent certifications; possession of certification by ICC as a Certified Building Official; possession of a professional license approved by the City of Tulsa (State of Oklahoma Licensed Architect, Professional Engineer, member of the Oklahoma State Bar, or ICC Certified Master Code Official). *The Department would prefer this applicant be certified as a Floodplain Manager within one year of hire.
Skills Tests Required:
A written assessment will be administered. A Word processing and math assessment will be administered.
Working Environment:
Working environment is primarily indoors in an office setting using a computerized system; and requires some travel to various locations for on-site visits/investigations; able to lift 50 lbs. and maneuver across uneven terrain.
