Description:
Under administrative direction is responsible for strategic and operational planning, performance measurements, organizational and operational assessments and process improvements, encompassing planning, organizing and directing the divisional activities of Business Operations to include customer care and service, call centers, 911 dispatch services, enterprise business operations, other City administrative operational areas as assigned and performs other related required duties. This position reports to the Chief Technology Officer.
Essential Job Functions:
Develops, plans and implements goals and objectives of Business Operations
Directs the planning, organization and implementation of overall procedures for the areas encompassed in Business Operations
Oversees operational and strategic direction for areas in Business Operations
Plans, organizes and directs business analysts functions focused on continuous operation improvements and performance measurements and management
Directs and oversees evaluation of performance indicators, both financial and operational, and coordinates with departmental leaders to improve processes and ensure quality products and services
Meets regularly with directors, managers and other key departmental staff to share information and discuss issues regarding projects, policies and programs and determine priorities and resource management issues
Presents management reports to the Mayor's Office, City Council and Executive Management as requested
Develops strategic short and long term planning for Business Operations
Directs and participates in management studies and reports on complex operational improvements
Supervises and participates in the development of the operating expense and annual capital budgets for Business Operations, including directing and forecasting additional funds needed for staffing, equipment, materials and supplies; and monitoring and approving expenditures and implementing mid-year adjustments as required

Minimum Requirements:
Graduation from an accredited college or university with a bachelor's degree in business management, accounting, public or business administration or a closely related field; and nine (9) years of progressively responsible experience in organizational effective initiatives, including any combination of management system design, performance management, process improvement, strategic planning and contact center and customer service management; or an equivalent combination of training and experience per Personnel Policies and Procedures, Section 128. Comprehensive knowledge of strategic planning and competitive analysis methodology of organizational effectiveness, principles of change and problem management, total quality management philosophy; and organizational application is preferred. Ability to plan, layout, assign, supervise and review work of professional, technical and clerical subordinates; ability to develop and clearly present ideas both verbally and in writing reports, financial statements and budgeting recommendations; and the ability to utilize the highest level of interpersonal skill in order to understand, select, develop and motivate people at any level within or outside the organization.
Physical Requirements:
Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; frequent lifting and carrying up to five pounds with occasional lifting and carrying up to 10 pounds; occasional pushing and pulling up to five pounds; may be subject to walking, standing, sitting, reaching, bending kneeling and handling; and vision, speech and hearing sufficient to perform the essential tasks.
Licenses and Certificates:
Possession of a valid Oklahoma Class "D" Operator's License.
Skill Tests Required:
Assessments may be administered.
Working Environment:
Working environment is primarily indoors in an office setting.
