Description
After a period of significant growth, CAP has recently decided to create the COO position reporting to the Executive Director (ED) in Tulsa, OK. This new leader will be responsible for leading and managing the internal operations of CAP. Operating in a close partnership with the ED, the COO will be the primary interface with the rest of the Senior Leadership Team (SLT) consisting of the Chief Financial Officer, the Senior Director of Strategic Planning & Financial Services and the Senior Director of Early Childhood Programs. Each of these individuals will report directly to the COO.
The COO will communicate all pertinent organizational developments to the ED, while displaying the operational maturity to know when the ED should be pulled in or deferred to on decisions. With the support of this team, the COO will have the following specific responsibilities:
Leadership & Management:
- Support the ED in defining, reviewing and executing the organization's strategy and mission
- Collaborate with the SLT to make consistent and progressive steps toward organization and programmatic consistency and sustainability.
- Effectively communicate work plans and priorities derived from the organization's strategic plan by partnering with senior leaders to develop coordinated accountabilities, objectives and associated budgets.
- Inspire a culture of collaboration by encouraging CAP management and staff to view and conduct themselves as members of a truly integrated organization.
- Provide strategic leadership to functional support areas such as Development, Finance, HR, Communications, Operations and Information Technology; enabling them to be seen as partners to program areas.
- Within the Innovation Lab, collaborate with the ED and Senior Director of Strategic Planning to develop new initiatives and programs aligned with CAP's mission.
- Encourage a positive, highly accessible, and open style of leadership. Develop and maintain open communications at all levels throughout the organizations.
- Represent CAP to external audiences, building relationships across the community with key stakeholders.
Strengthening Infrastructure
- Create processes to build more efficient program structures and systems, including decision-making procedures, work-plan monitoring, inter-program as well as inter-department communications and operations.
- Direct the integration and coordination of the agency's operating programs, human resources, financial resources and capital resources to ensure the efficient and effective delivery of services in response to both internal and external needs.
- Develop systems for recruiting and retaining senior leaders thereby increasing executive leadership stability.
Performance Management & Metrics
- Work collaboratively with other senior leaders to assume responsibility for execution throughout the organization. Implement and follow through with consistent and rigorous standards for accountability and measurements of success.
- Develop comprehensive management tools that provide the feedback and data necessary for strategic decisions to be made. Define metrics and measurements that will quantify performance against goals and institutionalize a system for obtaining and reporting those metrics and measurements.
- Ensure sound fiscal performance and the alignment of resources through on-going process improvement of budgeting, accounting and financial reporting.
- Analyze, manage and monitor CAP's programmatic work in order to integrate the organization's array of services and information tracking into a holistic, client-centered, and best practice service delivery approach.
Qualifications:

Ideal candidates will possess the following:
- Bachelor's degree required; graduate degree in business, social services, human services or other related field is preferred
- At least 15-20 years of overall professional experience; ideally 10+ years of general management experience in a growing, multi-program human services organization with revenues of at least $30M
- Thorough understanding of working in socially responsible organizations that serve multi-cultural populations
- Excellence in general management in growth environments with the ability to coach staff, manage and develop high-performance teams, set and achieve strategic objectives, realistically manage workstreams, and develop and manage budgets
- A track record of building and coordinating cross-functional teams and aligning organizational activities and resources with mission and strategy; a positive force in encouraging entrepreneurial thinking, innovation and creating dynamic and constructive work environments
- Excellent communication and coalition building skills with the ability to balance, negotiate, and work with a variety of internal and external stakeholders
- High level of knowledge and understanding, especially as it relates to program development and strategy, connecting programs to funding and building strategic partnerships
- Highly organized and able to wear multiple hats in a fast-paced, resource constrained environment; ability to work effectively under pressure to meet tight deadlines and goals. A consummate team player with a direct, honest and creative approach
- Highly effective verbal, written and interpersonal communication skills; excellence in public speaking
- Personal qualities of integrity, credibility and a passionate commitment to CAP's mission, coupled with a dispassionate approach to general management.
