Brief Description of the Job:
Under direction of the Stormwater Supervisor, install and maintain stormwater systems throughout the City. Act as lead worker in absence of Supervisor. Assist in the training of new employees. Set up jobsites, give out job assignments and ensure crew follows safety protocols. Operate heavy equipment, to include dump truck, trackhoe, backhoe, skid steer, and various other equipment in performance of job duties. Perform sewer repair when needed to include rodding lines, installing and repairing lines. Work during inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Assist other departments with general installation, maintenance and cleaning projects.
- Job Duties
Complete Stormwater Repair Work Orders & Related Duties: (70%): Operate heavy equipment to include trackhoe, backhoe, skid steer, tamps, rollers, and water wagon in performance of job duties. Drive dump truck to haul equipment to and from job sites, and load and unload equipment. Utilize heavy equipment to lay pipe. Set up trenching and shoring as required. Perform confined space entries when needed. Set up laser and transits; make grade shots and set correct percentages. Build and repair catch basins to include setting elevations and laying out location; excavate and build catch basins with brick, block and cement. Change out slabs and grates for catch basins. Operate Jet rodder combination truck to rod lines and vacuum catch basins. Shovel out mouth of catch basins, profile ditches and vacuum/rake leaves out of ditches. Make sure correct materials are on site, and estimate material needed in preparation for assignments. Set up traffic control when necessary. Wash down road/landscape as needed. Grease and maintain machines in proper working order. Repair sewer systems as necessary.
Perform Asphalt Maintenance (10%): Assist asphalt crews in patching utility cuts and potholes. Prep and replace asphalt on driveways and roads. Assist in installation of asphalt rolls and brims for stormwater diversion. Haul asphalt when needed.
Provide Crew Leadership & Direction (5%): Act as lead worker in absence of supervisor. Assist in the training of new employees. Set up jobsites and fill out Foreman`s reports. Give out job assignments and ensure crew follows safety protocols.
Safety (5%): Proactively identifies, removes and/or reports potential safety hazards. Takes steps to address, remove, or report hazardous conditions or items. Complies with City, State, and Federal safety procedures and protocols in the performance of job duties. Ensures equipment and property safety.
Inclement Weather Operations (5%): Work during inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.
Perform General Installation, Maintenance, & Cleaning (5%): Install garbage cans, benches, and bike racks in the Central Business District (CBD). Cleanup and remove graffiti as assigned. Pick up trash along trail and river. Maintain equipment. Clean building and yard. Cut grass and make necessary repairs at landfill.
Other duties and responsibilities as assigned.
Overall Strength Demands: Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.
Physical Demands: Continuously requires standing, walking, lifting, carrying, reaching, kneeling, crawling, pushing/pulling, vision, bending, crouching, hearing, twisting, and talking. Frequently requires climbing and foot controls. Occasionally requires fine dexterity, sitting, and balancing. Rarely requires handling.
Machines, Tools, Equipment, and Work Aids: Backhoe, forklift, trackhoe, dump truck, trailer, rubber tire loader, skid steer, shovel, mixer, lute, jack hammer, saws, hammers, drills, roller, paver, tamps, jet truck, water wagon, and patch truck/trailer.
Computer Equipment and Software: Laptop and printer.
Overall Working Conditions: Disagreeable: Frequent exposure to unpleasant environmental conditions and/or hazards.
Environmental Factors: Daily exposure to extreme temperature, respiratory hazards, noise and vibration, and physical hazards. Seasonal exposure to wetness and/or humidity.
Health and Safety: Constant exposure to mechanical hazards, chemical hazards, electrical hazards, fire hazards, communicable diseases, physical danger or abuse, and traffic. Occasional exposure to explosives.
Primary Work Location: Outdoors (Streets, Roadways, Wooded Areas, Rivers, Streams, Confined Spaces).
Protective Equipment Required: Hard hat, gloves, steel toe boots, safety glasses, vest, earplugs, uniforms, face shields, and dust masks.
Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires emergency situations. Rarely requires irregular schedule/overtime.
Formal Education: Six (6) months to one year of advanced study/training past the high school equivalency is required.
Experience: Over four (4) years up to and including six (6) years of experience in a public works, utility, or construction field is required.
Driver`s License Required: Must have a Class B CDL. Must have or obtain a Class A Commercial Learner`s Permit (CLP) within 3 weeks of hire. Must have or obtain a Class A South Carolina CDL with air brake and tanker endorsements within 3 months of hire.
Certifications and Other Requirements: Must have or obtain the following within six months of employment: Confined Space Certification, Trenching and Shoring Certification, Competent Person Safety Certification, and Traffic Control Training.
