Job Summary
Under broad parameters defined by the Director of Economic & Community Development and in accordance with general organizational requirements and accepted practices, leads Citys efforts to develop and manage Public-Private Partnerships on development and redevelopment projects, including drafting and negotiating development agreements. Serves as a resource for the public, including developers, property owners, community organizations, businesses, and residents, City staff, and others regarding development projects and programs. Ensures that real estate development activities comply with City goals, policies, and procedures. Plans, evaluates, and manages complex projects and programs that support the City`s retail, commercial and industrial base; small business initiatives; workforce development and talent attraction; business recruitment and retention; and redevelopment. Identifies, analyzes, and develops solutions for critical issues identified by the business community as hindering operations, locations, or expansions. Evaluates and understands current economic, regulatory, and legislative developments affecting economic development initiatives, services, and functions. Develops strong working relationships with key industry leaders, negotiating complex agreements and conducting sales presentations and prospect tours. Conducts complex research and provides analysis on matters of economic health, real estate trends, sales taxes, etc. Working closely with peer City departments and stakeholders, leads the development and implementation of the downtown revitalization strategic plan and initiatives. Participates in the development of long- and short-term departmental and city-wide goals and strategies with an emphasis on enhancing and expanding the Citys tax base by encouraging high quality growth and development. Assists the Director by providing leadership on a department-wide and community basis to ensure department services are provided in alignment with the City`s strategic objectives. Supervises assigned staff. Assists with the planning, development, coordination, and short-term departmental and city-wide goals and strategies and standards to aid the department in facilitating high-quality growth and development that is responsive to City and stakeholder input. Exercise discretion, good judgement, and tact when dealing with sensitive, complex, and confidential issues and situation.

Job Duties

Essential Functions
Lead Growth & Development Initiatives for the Greater Downtown Area: Working closely with peer City departments and stakeholders, lead the development and implementation of the downtown revitalization strategic plan and initiatives. Promote the downtown vision, encouraging high quality growth and development to broaden the tax base. Plan and manage economic development real estate incentives and services to organizations that invest resources to increase the local property tax base, create jobs, stimulate tourism, and contribute to the general well-being of the community. Communicate regularly with local businesses and help them connect with appropriate City staff or City resources. Assist commercial brokers in locating tenants for key development sites, including providing demographic and site planning information. Foster an understanding of the Citys economic development efforts through speaking engagements, media interviews, appearances, and creating visibility for the Citys efforts. Collaborate with the Citys Department of Planning and Development Services regarding downtown master plans and approvals. Conduct surveys to ascertain demand and public opinion on City development activities. 35%

Promote, Recruit, & Manage Public-Private Development Projects: Lead efforts to structure appropriate public and private partnerships, primarily in the downtown area, to achieve the economic development attraction, retention and redevelopment objectives set forth by the Citys strategic plans and Citys Councils adopted priorities. Work with developers, individuals, and businesses to structure proposed financial partnerships, negotiate, and prepare development agreements. Participate in negotiations of comprehensive development agreements between the City and the private sector and evaluate fiscal impacts. Negotiate with real estate industry stakeholders to encourage business attraction and retention in the City. Seek creative solutions to finalize projects that benefit both the City and the public and private entities. Oversee the Departments real estate transactions involving downtown City property, including, but not limited to, the sale or lease of any City property or the purchase of property by the City. Conduct feasibility studies of proposed developments and expansions. Work with the Department Director, City Council, City Manager, the City Attorneys Office and other City departments to process any necessary business assistance packages related to product development within the City. Establish and maintain effective working relationships with members of the business community and citizen groups to improve understanding of City economic policies, procedures, goals, and objectives. Collaborate with key workforce development partners to increase and maintain connectivity with businesses, large and small, to identify and address workforce needs with specific programs and identify expansion opportunities. Participate in the development of long- and short-term departmental and city-wide goals and strategies and standards to aid the department in facilitating high-quality growth and development that is responsive to City and stakeholder input. Exercise discretion, good judgement, and tact when dealing with sensitive, complex, and confidential issues and situation. 35%

Lead Business Development & Recruitment Initiatives: In coordination with the Department Director, support the planning and implementation of economic development programs/initiatives, including business attraction, retention, job creation, business assistance, and related functions. Create and implement programs to retain, expand, attract, grow businesses, and generate positive economic activity within the City. Foster business retention and recruitment efforts by coordinating and developing proposals and plans for industry representatives, real estate/development sectors, and banks. Assist developers and investors in locating sites, conducting site tours, and providing information. Assist potential new businesses in locating to the City, including but not limited to serving as the primary contact, providing statistical analysis, responding to due diligence questions and requests for information (RFIs), aiding in site selection options, and coordinating key staff and partners as needed to support the project. Assist in developing strategies for implementing real property activities, schedules, and guidelines, including property acquisition and disposition assistance and developer selection and negotiations. Coordinate documents related to business/economic development transactions, including easements, conveyances, notes, deeds of trust, grant deeds, rights of entry, licenses, permits, re-conveyances, and agreements. Identify and pursue, as deemed appropriate in consultation with the City management, grants, loans, and other funding for development and redevelopment projects. Interact with outside agencies, such as Chamber of Commerce, VisitGreenvilleSC, business groups, other economic development organizations, and governmental agencies to ensure the Citys successful economic development program. 10%

Provide Complex Research, Strategic Planning, & Administrative Support: Provide highly responsible and complex planning, project management, and administrative support to the Director. Support the Director in the development and implementation of comprehensive, strategic planning initiatives. Ensure that the department delivers on the economic development attraction, retention and redevelopment objectives set forth by the Citys strategic plans and Citys Councils adopted priorities. Assist in the development and implementation of the departments workplan initiatives including monitoring and reporting on workplan progress. Perform complex economic development research and analysis. Evaluate and understand current economic, regulatory, and legislative developments affecting economic development initiatives, services, and functions. Research and report economic statistics by compiling, analyzing, and tracking trends. Work with other City departments and other information sources to develop and track data on existing businesses, including business type, location, and number of employees of the largest companies to develop an ongoing understanding of business needs and capabilities. Analyze economic data and prepare long-term business and financial forecasts in coordination with internal stakeholders. Study the health of downtown and overall city tax base. Analyze and interpret market information regarding a variety of complex data, such as sales tax revenues, employment trends, and development trends. Make recommendations on how best to achieve economic development goals. 10%

Supervise Assigned Staff: Set priorities, delegate work assignments, projects, and programs, monitor workflow, and review and evaluate work products, methods, and procedures. Meet with staff on a regular basis to clarify department mission and objectives. Provide policy guidance and interpretation to staff. Ensure staff compliance with department and city policies and procedures. Ensure that City and Department policies as well as applicable law and ordinances are consistently enforced. Coordinate with Human Resources on various personnel matters. Provide staff with performance feedback, coaching, training, and development opportunities. In coordination with the Department Director and Human Resources, review, and update staff job descriptions; participate in the hiring and selection of staff for open positions; and ensure the timely documentation and discipline of employees consistent with Human Resources policies. Write and conduct performance evaluations in a fair, consistent, and timely manner. Organize and approve time off. Maintain confidentiality of work-related issues and City information. 10%

Job Requirements
Bachelors degree in Planning, Economics, Public Administration, Marketing, Business, Real Estate, or related field.
Over 6 years of progressively responsible experience in economic development or real estate development to include experience in planning, urban development, real estate, or a related field.
Must have at least 2 years of responsible supervisory and administrative experience.

Preferred Qualifications
Masters degree in Economics, Finance, Planning, Public Administration, Real Estate, or related field.
Thorough knowledge of urban planning, downtown development program management, and real estate and commercial development procedures.

Driver`s License Requirements
Valid South Carolina Class D Driver`s License.

Performance Requirements
Knowledge of:
Economic and community development issues, principles, and techniques, including state and federal policies and programs, capital improvements programming, applicable regulations and regulatory devices, associated data sources and information systems.
Redevelopment laws and processes; local government revenue sources and tax increment financing.
State and federal laws and guidelines governing the acquisition of real estate for public use and the disposition of real estate by public entities.
Principles and practices of public or institutional real estate management.
Principles and practices of project management as it relates to real estate activities acquisition, disposition, leasing, and other conveyances (e.g., easements).
Principles and practices of budget development, administration, and accountability including funding sources impacting program and service development.
Management principles and practices necessary to plan, analyze, develop, direct, and evaluate programs, administrative polices, and organizational structures.

Ability to:
Plan, organize, direct, and lead Economic Development programs and initiatives.
Interpret and explain complex economic development regulations, laws, and guidelines.
Interpret real estate technical information (deeds, easements, surveys, environmental reports, maps, plans, contracts, and agreements, etc.).
Understand the key factors companies and site selectors look for in focused industries and the ability to match local assets to those factors.
Conduct real estate purchase and lease negotiations with property owners.
Negotiate and manage professional service contracts, property sales or acquisition, and economic development-oriented transactions.
Expertly conduct research, critically evaluate the research findings, and make sound recommendations.
Recognize and be sensitive to political environments and situations.
Establish and maintain effective working relationships with City Managers Office, City Council, Department directors, staff at all levels, consultants, governmental groups at the local, state and federal as well as the Greenville Chamber of Commerce, VisitGreenvilleSC, commercial realtors, developers, financial institutions, business and property owner associations, planning commissions, and City appointed boards and commissions.
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Exercise integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas and data compellingly to a variety of audiences.
