Brief Description

Job Summary

Under regular direction and in compliance with standard operating procedures and policies, coordinates the Greenville Police Departments (GPD) false alarm billing program in accordance with the City of Greenville alarm ordinance. Maintains accurate alarm contacts for registered premises. Communicates with GPD management and City financial personnel regarding alarm fees and billing. Provides statistical data to ensure the false alarm process is managed appropriately. Provide information to citizens and alarm companies regarding the alarm ordinance and billing process. Assists citizens and businesses with the reduction of false alarms. Monitors National Crime Information Center (NCIC) certifications and ensures all public safety personnel maintain qualifications for NCIC system access. Contacts relevant court systems, warrant officers, investigators, and complainants to validate NCIC records and ensure all information is accurate and up to date.



Job Duties

Essential Functions % of Time

  • Coordinate False Alarm Process: Assist citizens with the false alarms billing and alarm registration process for the City of Greenville on a daily basis. Maintain accurate accounting of funds received for false alarm billing. Update alarm contact changes in the CAD as notified by alarmed premises in a timely manner. Initiate and maintain contact with false alarm top offenders and work with them to resolve false alarm issues. Update the suspended police response log and provide the list for use in the Communications Center. Compile statistics for GPD and City financial personnel. Reconcile financial records in the false alarm system including false alarm billing payments received by the City.

  • Ensure Agency Personnel Maintain NCIC Certification: Monitor NCIC certifications and ensure all public safety personnel maintain qualifications for NCIC system access. Activate system access for new employees and remove access as necessary for employees pending completion of NCIC system re-affirmation training and certification.

  • Respond to False Alarm Inquires: Respond to citizen and alarm company concerns/questions regarding alarm ordinance issues. Regularly communicate with the alarm management company to ensure they have all needed information to manage the contract in compliance with city ordinance.

  • Validate NCIC Records: On a monthly basis, contact relevant court systems, warrant officers, investigators, and complainants to validate NCIC records and ensure all information is accurate and up to date. As necessary, purge outdated records from the NCIC system. Document all records actions in compliance with FBI protocols.

Qualifications

Job Requirements

  • Associate degree in business, accounting, or a related field.

  • Over two years of progressively responsible experience in accounting, accounts payable, communications, or other related field.

  • Over two years of experience in NCIC functionality and transactions.

  • Must have or obtain NCIC Full Function and Security Awareness and NCIC ATAC certification within 6 months of employment.



Preferred Qualifications
  • Over two years of experience in telecommunications.

  • Experience as a NCIC Instructor.



Driver`s License Requirements
  • Valid South Carolina Class D Driver`s License at hire.



Performance Requirements
Knowledge of:
  • City of Greenville False Alarm Ordinance.

  • False alarm billing policy and procedures.

  • Basic accounting principles and procedures.

  • Customer service protocol and resolution of complaints and/or concerns.

  • NCIC functionality and the validation process required by the FBI.



Ability to:
  • Interpret and explain the City of Greenville False Alarm Ordinance and billing processes.

  • Utilize a variety of communication and interpersonal skills to interact successfully with people at a number of levels inside and/or outside the organization.

  • Establish and maintain effective working relationships with co-workers, supervisors, and the general public.

  • Regularly work within situations requiring confidentiality.

  • Communicate clearly, accurately, and professionally, both verbally and in writing.

  • Prioritize competing demands.

  • Responsible for the reconciliation and/or accounting of funds.

  • Work with a high degree of accuracy and attention to detail.

  • Accurately register locations submitting alarm registrations.

  • Produce accurate statistical data.

  • Write reports, prepare business letters, summaries, meeting minutes, and emails using proper format, punctuation, spelling, and grammar, using all parts of speech.

  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.

  • Utilize specialized software and systems to include Computer-aided Design (CAD) software, false alarm software, address checker, VConnect, EAgent NCIC software, and 911 audio recording system.

Physical Demands:
Constantly requires sitting, handling, vision, hearing, and talking. Frequently requires fine dexterity and twisting. Occasionally requires standing, walking, reaching, climbing, and bending. Sedentary strength demands include exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.



Mental Demands:
Frequently time pressures, frequent change of tasks, performing multiple tasks simultaneously, and tedious or exacting work. Occasionally requires working closely with others as part of a team and noisy/distracting environment.
