Position Summary:
Supports AgBank’s senior management (and through services contract, AgVantis management) in the design, development and administration of AgBank and AgVantis’ human resources strategies, policies, programs and procedures, including employee development, succession planning, service quality measurement and the AgBank intern program. Conducts due diligence, contracts with, manages and coordinates with consultants regarding compensation, competitive market studies, incentive plans, affirmative action and reporting, and the recruiting and screening of employment applicants. Assists with the evaluation and purchase of human resource services and develops related budgets for AgBank and AgVantis. Informs, trains and counsels employees and management, as appropriate, to help ensure compliance with applicable federal and state laws, FCA Regulations and human resource policies. Assists senior management, as appropriate, in its role as liaison to the Board Compensation Committee and the Board of Directors. May be asked to develop or make reports to the AgBank Executive Committee, Board or Board Committees. Coordinates with Farm Credit Foundations, Farm Credit Council Services, Farm Credit Administration, and other vendors, attorneys and service providers. Establishes proper controls to ensure that delegated responsibilities are being properly performed. Oversees the mail, reprographic and audio/visual services of AgBank and AgVantis, including special reprographics projects, quality controls, budgets and staffing. Administers the Coordinated AgBank/AgVantis Disaster Recovery and Business Continuity Plan, disaster recover testing, stockpiling of Disaster Recovery emergency supplies, coordinates Disaster Recovery Team training and rehearsal sessions and coordinates secure off-site storage for Disaster Recovery records and materials. Oversees AgBank’s Central Records and Collateral functions, including supervision of staff and design, development and maintenance of records retention schedules and records inventories for AgBank and provides similar services to AgVantis as a fee service.
Minimum Qualifications:
Education including a Bachelor’s degree in human resources, training and development, benefits administration, business administration or related fields, and approximately 15 years business experience with 7 years of recent experience in human resources related activities is required. Knowledge of job market assessment, compensation program design, HR compliance, management or employee training, recruiting and selection, or related fields is beneficial. General experience in business or personnel management, supervision of HR functions and staff, knowledge of HR software applications and experience in disaster recovery and associated testing is beneficial. Familiarity with HR controls and software, including Ceridian HRIS software is desirable. Previous experience in entering data into HRIS systems and knowledge of compensation tracking subcomponents, including taxes, qualified and non-qualified pension plans, defined benefit and defined contribution plans, deferred compensation programs, pension funding practices and related accounting practices is preferable. Prior experience in HR benefits and payroll administration is helpful in coordination with current outsourced payroll and benefits administration vendor. Skill in complex oral, written and interpersonal communication in order to carry out ongoing contact with senior management, human resources and other vendors, and service providers, employees, retirees, newly hired or terminated employees, recruits, AgBank/AgVantis attorneys, HR peers, internal and external auditors, examiners, consultants, or HR subject matter experts. Ability to make decisions regarding resolution of questions, issues and problems related to HR and/or direct employees to the appropriate service provider or information sources. Ability to take action to resolve unusual situations, problems, employee complaints, and to understand legal documents, contracts and agreements and ensure appropriate actions are taken. Ability to assist in disaster recovery operations and make sound and rapid decisions with the added pressure of an emergency situation. Ability to travel on a limited basis in performance of job.
