Position Purpose And Objectives:
Provides comprehensive assessment and evaluation of offenders for mental health services. Provides both individual and group counseling services to assist offenders in effectively addressing mental health and substance abuse issues. Acts to assist in developing programs cited in the agencies Comprehensive Plan. Coordinates agency-counseling programs. Work is performed independently under the general supervision of the program Director.

Essential Functions:
1. Oversees the everyday functions of agency counseling programs.
2. Acts as agency liaison with the mental health community, substance abuse treatment providers, physicians, probation and parole officers, and other community service providers to assist offenders in maintain healthy lifestyles and receive necessary treatment services.
3. Develops individualized wellness plans for clients.
4. Attends required meetings and seminars necessary to incorporate best practices into new and existing programs; maintain state licensing and individual certification requirements.
5. Assists with the Development and implementation of Counseling Services policy and procedures manual.
6. Assists Director in program monitoring and evaluation.
7. Ensure client confidentiality is maintained according to agency and BSRB standards.
8. Responds to change productively and completes other tasks as assigned.

General Qualifications:


Knowledge And Skills

1. Applicant must be at least 21 yrs. of age, possess a valid Kansas Drivers license.
2. Applicant must possess valid license with the Kansas Behavioral Sciences Regulatory Board.
3. Applicant must demonstrate proficient typing, computer and organization skills.
4. Applicant must demonstrate the ability to develop, plan, implement and monitor offender programs.
5. Applicant must possess fundamental knowledge of adult criminal court process.
6. Applicant must acquire fundamental knowledge of agency policy and procedures, KDOC supervision standards, Kansas Administrative Regulations and statutes. Fundamental knowledge of Kansas Behavioral Sciences Regulatory board licensure and program requirements is also a requirement.
7. Applicant must possess and demonstrate strong organizational skills.

Experience:
1. Minimum one years experience in social services, mental health, Community Corrections, probation or other field related to Adult corrections.

Mental And Physical Abilities:
1. Ability to analyze situations and make sound judgments.
2. Ability to read reports and other written material.
3. Ability to recall detailed information and reduce the same to a written form that is clearly understandable.
4. Ability to orally communicate ideas and observations.
6. Ability to lift, carry, push or pull 50 lbs. or more.
7. Ability to hear directions.

Education And Training :

1. Masters degree in social work, psychology, counseling or marriage and family therapy. If not licensed for independent practice by the Kansas Behavioral Sciences Regulatory Board at the time of initial employment, employee must work toward licensure while employed with Community Corrections. Must be certified to provide substance abuse counseling in the state of Kansas.
2. Three years supervisory experience preferred.

Supervisory Responsibilities:
1. Supervises staff, interns and volunteers.
2. Works with the community and agency staff to implement Community Corrections activities as outlined in the agencies Comprehensive Plan.
3. Oversees the daily operations of agency programs, guides supervisors and staff with case management duties and implements new programming as needed.
4. Serves as a liaison to the mental health community, courts, contractual providers, KDOC and other local stakeholders.
5. Assists with administrative duties of the agency including program over site, recruitment of agency staff and other duties as assigned by the director.

Working Conditions :
1. This position involves work in an inside office environment.
2. Stressful situations may occur when dealing with the public.
3. This position is frequently exposed to highly contagious and communicable diseases and viruses.
