Duties: The incumbent is responsible for planning and implementing the total property management system for the continuous surveillance/evaluation of the assigned contractors' property control systems. Determines the appropriate method for the testing of each property control function and conducts property control system analyses accordingly. Assures that the assigned contractors' control of Government property fulfills contractual, regulatory, and statutory requirements. Receives, reviews, and accepts or rejects the assigned contractors' property control procedures and revisions thereof. Approves property control systems, or recommends withholding/withdrawal of assigned contractors' systems to the Administrative Contracting Officer. Initiates secondary delegations at alternate prime contractor and subcontractor locations to assure appropriate property controls are established. Reviews contractor acquired property and determines that the property is contractually authorized.
About the Position: Individuals in this three-year Emergency-Essential (deployable) status can expect to deploy TDY overseas as mission requirement are determined. · SPECIALIZED EXPERIENCE: Specialized experience is defined as experience reviewing and analyzing contracts to determine and ensure property control systems and procedures meet contractual requirements. **CONDITIONS OF EMPLOYMENT: Tour of Duty: Flexible, FLSA: Non-Exempt, Bargaining Unit: Yes, Emergency Essential Position: Yes **NOTE**These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required may result in separation from Federal Service. Additional information on E-E positions may be found in DoD Directive Number 1404.10, Subject: Emergency-Essential (E-E) DoD U.S. Citizen Civilian Employees (http://www.dtic.mil/whs/directives/corres/pdf/d140410_041092/d140410p.pdf) . After completion of 3 year assignment, employee will be placed in a non-E-E position at the non-deployed occupational series and grade level. Employees may also reapply for E-E assignment. ** Selectees for E-E positions are required to be exempt from recall to the military Reserves or recall to active duty for retired military.**Upon deployment, the employee will receive danger pay and foreign post differential as authorized for the overseas location to which deployed. The employee will receive overtime pay or compensatory time off, as ordered and approved by management, subject to the annual maximum earnings limitation on premium pay established in 5 CFR 550.106. **Tentative offer for employment will be rescinded if the selectee does not qualify for a secret clearance. Basic eligibility requirements such as time in grade, minimum qualifications and other regulatory requirements must be met by the date the referral is issued. ***Selectees will be hired at the GS-12 grade level and will be TEMPORARILY PROMOTED TO THE GS-13 GRADE LEVEL UPON DEPLOYMENT TO AN OVERSEAS LOCATION, subject to meeting applicable Qualification and Time in Grade requirements. Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level.
· GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.

Other Requirements:
· Must be able to obtain and maintain a Secret security clearance.

· License/Certification: Must obtain DAWIA Level II Certification within 24 months of EOD.
