Job Description
This position is for the Department Manager to oversee Construction Engineering and Inspection (CE&I) (Construction Management) endeavors on projects related to surface transportation, companywide, with potential to serve other business lines. Anticipated initial projects will vary from small Local Government Transportation projects to large controlled access facilities for various Departments of Transportation (DOT’s) or tolling agencies throughout Garver’s service area. Responsibility will include project solicitation and recruitment and management of staff in multiple offices and geographic locations, generally in the South central and Southeast United States. Accountability will include assuring satisfactory client service, staffing key field positions and acting as liaison between client, contractor and design staff. Staff recruitment and management will include both professional and non-professional technical staff.
Applicant’s role will include business/client development and profitable growth of CE&I endeavors, staff development, field office start-up, establishment of quality control procedures, material testing usually involving sub-consultant participation, and responsibility for CE&I services delivered to the client’s satisfaction, on time and in budget.
Applicant must have strong communication and interpersonal skills, and ability to assess unusual construction issues to participate in the development of recommendations for the resolution of the issues. Strong organizational skills and work ethic are desirable with knowledge of business operations and a “Can-do” attitude. Candidate will need to work collaboratively with Construction Observation staff and other business line leaders throughout Garver.
Applicant’s responsibilities will include the coordination of project scopes, schedules, budget and staffing assignments.
Minimum Requirements:
• Experience with recruiting and managing construction observation personnel, and experience with DOT related projects and procedures.
• Computer skills related to Project Management are required, primarily related to Microsoft Office and various project scheduling software.
• Candidate must possess a valid driver’s license.
Preferred Skills:
• Bachelor of Science degree in Civil Engineering, Construction Management or related degree
• Professional Engineer registration
• 12-15 years of experience in construction related to transportation
Basic Qualifications
• 5 years experience with recruiting and managing construction observation personnel, and 5 years experience with DOT related projects and procedures.
