Position Summary
POSITION SUMMARY:
Organizes and oversees proposal writing, editing, illustration and production efforts in response to requests for proposal and information. Prepares proposal development schedules, identifies the personnel needed, delegates responsibilities and is responsible for delivering high-quality proposals within a deadline.
TOP THREE (3) PRIORITIES:
1.Exercise full responsibility and authority for complex government proposals and bid preparations.
2.Coordinate proposal efforts with the technical division, contracts department, contractors, subcontractors, finance department.
3.Review proposal draft and final versions for responsiveness to RFP, thoroughness, accuracy, financial considerations, quality and effective design and layout
OTHER DUTIES AND RESPONSIBILTIIES:
1.Oversee the proposal team; coordinating efforts and ensuring all timelines are met.
2.Ensure proposals are in accordance with FARs.
3.Create corporate concepts and boilerplate content for use in future proposals
4.Support post-proposal efforts contract start-up briefings and "proposal lessons learned" out-briefs
5.All other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: The proposal manager should have a bachelor's degree. It can be in English or in a field closely related to the business of the company. An MBA is a plus.
Experience: The proposal manager should have at least five years of direct experience producing proposals for opportunities within the federal government. At least two years of this experience preparing proposals for high-value contracts is necessary.
Other skills/experience should include:
1. A working knowledge of government and military contracts, GSA and FAR is required.
2. The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must.
3. Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Consultants and Subcontractors is required.
4. Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite.
The proposal manager should be detail oriented and have first-class leadership and motivational skills. He/She must be able to inspire outstanding work from team members with a range of experience and technical abilities. Other requirements include excellent time management, interpersonal and communication skills.
OTHER CONSIDERATIONS:
The work environment for the proposal manager involves overlapping projects, tight deadlines and changing priorities. Proposal managers periodically work extended evening and weekend hours, sometimes on short notice.
