Job Description:
The Manager-Construction Project works under the supervision of the PL - Support Services. Assumes full responsibility for the construction and renovation projects for Heartland Health. The Manager - Construction Project monitors and maintains overall goals and objectives of construction and renovation projects including but not limited to design, bid, schedule, budget, quality, and code/regulatory requirements. The Manager - Construction Project serves as a liaison between Heartland Executive Staff, Facilities, Contractors and other staff.
Performs other duties as assigned.

TECHNICAL COMPETENCIES
Employee in this position perform the following technical competencies:
Directs ongoing, hospital-wide construction and renovation projects.
Reviews objectives of projects with Heartland Executive Staff and TL-Facilities in development of design criteria for all projects.
Coordinates utility shutdowns related to construction projects with hospital personnel and contractors ensuring continued operation with minimal impact on customers.
Schedules and conducts pre-bid and pre-construction meetings.
Approves bid packages, pre-bid documents and all change orders.
Assures contractors have obtained all required special building permits (i.e.: grading, mechanical, plumbing, etc).
Defines roles and responsibilities of contractors and establishes communication for the coordination of projects.
Reviews and modifies all contract documents and contract requirements for all construction projects.
Maintains accurate files for all projects which includes all permits, financials and environmental requirements.
Performs periodic inspections to assure life safety and infection control compliance.
Performs final inspection of projects prior to acceptance of all projects.
Performs inspections developing punch lists prior to project acceptance.
Ensures compliance with State of Missouri, JCAHO, NFPA, local, state and federal codes and regulations.
Approves all pay application for payment of contractors.
Responsible for management of construction renovation capital budget Acts as Heartland Health owner representative.
Job Qualifications:
EDUCATION: Degree in mechanical, architectural, construction management, electrical or industrial engineering, or equivalent
LICENSURE: None
EXPERIENCE: Seven years in healthcare design, construction, and/or related construction project management. Five years management experience. Experience in Healthcare environment a plus.
ESSENTIAL TECHNICAL/MOTOR SKILLS: Must be able to use a computer keyboard for entering data, and other functions; occasional use of typewriter is necessary; must be able to speak clearly during telephone conversations, and meetings which are lengthy. Ability to read and interpret blue prints and construction documents. Familiarity with all healthcare codes and current construction regulations.
INTERPERSONAL SKILLS: Must be able to communicate well with all levels of the organization.
ESSENTIAL PHYSICAL REQUIREMENTS: While this position does not require heavy lifting it does require all the fundamental functions to follow progress of activities, report to necessary areas, provide in service education, attend meetings, events and inspection of construction projects and facility conditions. Must be able to climb ladders.
ESSENTIAL MENTAL ABILITIES: Must be able to compile and analyze data to make determinations on project needs, evaluate, understand and explain results to all levels of the organization; must be able to communicate and interpret operating manuals. Must be able to adapt to changes in work environment and regulatory requirements.
ESSENTIAL SENSORY REQUIREMENTS: Hearing and visual aids.
EXPOSURE TO HAZARDS: Exposure to noise, chemicals, biohazards, high-pressure steams, high voltage, confined spaces and heights.
OTHER: Complies with the organizations personal hygiene and dress code: presents a positive attitude toward Heartland Health.
