Job Description:
The Collection Clerk works under the direction of Team Leader and Manager-NWFS to handle debtor communication to maximize client collections. Must have a diverse knowledge multiple types of collection to include, medical collections, commercial and student loans. Prefer knowledge of medical insurance functions. Instrumental in outbound and inbound dialer for collection calls. Develop and obtain information from debtors to determine a reasonable payment plan. Must have full understanding of all Federal and State regulations and comply with these laws. To include compliance with FCPA, FCRA, and HIPAA. Understand the operations of a third party collection agency.

Performs other duties as assigned.

TECHNICAL COMPETENCIES
Employee in this position perform the following technical competencies:
Operate a dialer system for inbound and outbound calls. Set up pool build and be able to start and stop unattended messaging.

Communicate with debtors, attorneys and third party responsible party to obtain information to define a reasonable repayment plan.

Make decisions and recommendation on collection process timely to expedite the full collection activity of accounts.

Greet customers and answer questions regarding accounts. Perform collector function of attempting to collect debt. Obtain financial information and set payment arrangements according to ability to pay.

Perform skip-tracing process to include calls, copies of death certificates or other used for the purpose of obtaining location information regarding customers.

Prepare and type letters specific to debtors or other responsible party needs.

Obtain itemize for preparation of liens, insurance claims, probate claims, and bankruptcies claims.

Participates in office meeting and training seminars.

Review client's cancel and return accounts. Discuss with management accounts that do not meet requirements or guidelines.

Discuss legal issues regarding accounts with attorneys.

Monitor credit reporting agencies deletion files process.

Maintain date file of all customers' written correspondence.

To avoid nuisance suits by irate debtor the collector must be fully cognizant of the requirements and application of the Federal Fair debt Collection Act and the Fair Credit Reporting Act, Workmen Compensation Laws, and any state laws concerning collections and litigation activities.

Must be professional at all times in communications and interaction with the debtors, clients, attorneys, physicians, and customer resources.

Prepares bankruptcies, credit bureau disputes and debtor's request for account information.

Perform all other duties as required.

Job Qualifications:
EDUCATION: High School graduate.

LICENSURE: None

EXPERIENCE: One year of collection experience preferred. Typing minimum of 35 wpm preferred. Previous general office skills, computer skills and public contact, preferred. Completion of the ACA training on FDCPA and obtain certification within 18 months of hire date. Computer skills would include Word and Excel preferred.

ESSENTIAL TECHNICAL/MOTOR SKILLS: Individual must be able to type input data accurately and with speed. Must be able to speak clearly and grammatically correct. Answer telephones and maintain usage of other small business equipment, such as a fax, copier, and postage meter. Be able to coordinate and function with multiple tasks at same time. Some medical terminology and understanding of Medicare, Medicaid, commercial insurance processing, is preferred.

INTERPERSONAL SKILLS: Communicates well, motivates and is an effective listener. Communicate at a level with attorneys to comprehend legal proceedings. Communicate at a level of understanding with all clients relations.

ESSENTIAL PHYSICAL REQUIREMENTS: Individual must be able to stoop, reach, stand, walk, push, pull and lift. Individual must be able to sit for extended period of time.

ESSENTIAL MENTAL ABILITIES: Individual must be able to manipulate numbers with calculator, interpret data, comprehend, retain and remember daily processes. Individual must be able to analyze and evaluate information. Individual needs to be able to forecast and prevent problems when possible. Individual must have good organizational skills, be adaptable and evaluate situations. Analyze and interpret transactions of various financial business transaction records.

ESSENTIAL SENSORY REQUIREMENTS: Visual and hearing ability.

EXPOSURE TO HAZARDS: Electrical output of personal computer and other computer and phone hardware.

OTHER: Accuracy important - 95% of the time. Confidentiality importance 100%. Compliance with Heartland Code of Ethic, and Heartland Policy and Procedures.
