Job Description:
The Team Leader Facilities works under the supervision of the Process Leader Support Services. Assumes full responsibility for the operation of the Maintenance, Grounds, Capital Construction, Heartland Health Business Plaza, and the Energy Plant. Directs and works with personnel in maintaining buildings, hospital equipment and new equipment installation. Responsible for HVAC, emergency power, equipment evaluation, maintenance and preventive maintenance, and asset management.
Performs other duties as assigned.

TECHNICAL COMPETENCIES
Employee in this position perform the following technical competencies:
Selects, develops, and supervises department managers and staff in maintenance, grounds, HH Business Plaza, construction and the Energy Plant. Fosters and encourages teamwork among all staff. Makes sure that all shifts have appropriate staff coverage, develops schedules that meet the needs of the facility and staff, maintains accurate staff records, and assures that department overtime is kept to a minimum. Understands grievance and disciplinary procedures and works effectively to correct inappropriate behavior or skills.
Develops effective communication strategies with staff, whether through staff meetings or one-to-one and small group interactions. Plans and conducts monthly staff meetings, assuring that staff are kept well informed about department progress as well as enterprise updates. Keeps staff informed on progress of projects and problem solves with staff when deadlines or budgets are not being met.
Conducts annual performance evaluation process and helps staff identify training and development needs. Works with staff individually to understand their strengths and developmental needs, and develops associated plans to continuously improve the skills of the department staff. Schedules regular training opportunities in conjunction with monthly staff meetings. Promotes effective practices in employee relations.
Interacts with all members of HH senior leadership group and their designees to define needs and carry out their requests as appropriate to the overall facilities plan and budget. Works actively to build effective customer-supplier relationships between department staff and all stakeholders in the organization. Promotes effective interactions between staff and patients and visitors to the system. Has a reputation for effective problem resolution skills.
Directs all facility construction and improvements, assuring that projects are completed within forecasted budgets and deadlines. Inspects projects during construction and renovation, and assures that safety requirements are being met. Conducts formal inspection at project completion before signing off on contractor payment.
Develops effective relationships with contractors, sub-contractors, consultants, vendors and suppliers carrying out work throughout the facility. Knows when to use internal staff and when to seek external resources to carry out work. Assures that external resources adhere to contractual obligations.
Directs development of the facility and equipment preventative maintenance programs. Ensures that preventative maintenance is carried out according schedules - particularly on all critical equipment and life safety systems. Participates in selection and acquisition of new equipment and tools.
Prepares and administers annual department operating, capital construction, and equipment budgets and submits to Process Leader for review and approval. Initiates and implements cost control processes to ensure annual budgets are met.
Adheres to department policies and procedures. Guides development of new practices and procedures as needed based on changing circumstances and needs within the department.
Knows and effectively complies with all local, state, and federal regulations, including JCAHO, AHA, NFPA, OSHA, BOCA, and ASME codes. Works effectively with governmental inspectors and auditors during site visits. Maintains all required documentation and reports.
Job Qualifications:
EDUCATION:
Bachelor's degree in mechanical, electrical or industrial engineering, or equivalent.
LICENSURE:
First Class Operating Engineer preferred.
EXPERIENCE:
Eight years experience in electrical/electronics, plumbing, mechanical systems, building maintenance, and construction. Three to five years management experience. Experience in clinical environment a plus.
ESSENTIAL TECHNICAL/MOTOR SKILLS:
Calibrates electrical meters; chemical testing equipment; pneumatic valves and controls of high pressure boilers and chillers; collating; makes comparisons for repair or replacement.
INTERPERSONAL SKILLS:
Team oriented, ability to develop and analyze core processes and plan implementation. Must possess excellent oral and written communication skills and present a positive image for the Heartland Health organization. Must be motivated and emote a positive attitude. Ability to work independently. Possess strong negotiation skills.
ESSENTIAL PHYSICAL REQUIREMENTS:
While position normally does not require heavy lifting, it does require all the fundamental functions to follow progress of activities, report to necessary areas, provide in service education, attend meetings, events and inspection construction projects and facility conditions.
ESSENTIAL MENTAL ABILITIES:
Prepares budget, understands and logs readings, follows equipment operating instructions and guidelines, determines accurate amounts of chemicals of water treatment, knows meaning of gauge readings and limits of equipment, knows equipment operating ranges, phone messages, adapts to emergency situations, maintains department running to a maximum efficiency.
ESSENTIAL SENSORY REQUIREMENTS:
Must be able to communicate via telephone and in person. Must be able to review reports and organization goals for quality and accuracy. Communicate effectively with all levels of staff and customers.
EXPOSURE TO HAZARDS:
Noise, chemicals, high pressure steam, refrigerant, high voltage, heights to 25 ft.
OTHER:
Complies with system personal hygiene and dress code; presents a positive attitude toward Heartland Health.
