Founded over 145 years ago, our federal government client is seeking a candidate for the position of Program Manager/Senior Staff Consultant, to embark on long- term contract in Washington, DC.

Basic Function
The Program Manager/Senior Staff Consultant will oversee General Accounting Support that includes comprehensive financial, operational, and system-related capabilities that encompass knowledge of federal regulations and statutory requirements for financial management.

Must also provide support to assess and improve security controls in or related to client’s systems. Support includes but is not limited to: general support for the client’s audit support team, support in various control reviews (external and internal audits, Certification and Accreditations, Annual Assessments, etc.), assessment of general controls, root cause analysis for control weaknesses, development and implementation of corrective actions related to control weaknesses, and business process reengineering (development and implementation) to address or prevent control weaknesses, and ongoing support of control processes.

Principle Duties and Responsibilities
• Responsible for directing the work of all personnel exclusively supporting this contract and is responsible for all delivery orders, resolving program/ project issues, proposal development, and tracking program/project status.
• The Program Manager/Senior Staff Consultant serves as the primary point of contact for the client’s Contracting Officer and COTR.
• The Program Manger/Senior Staff Consultant shall attend all OCC meetings as requested and be available to attend face-to-face ad-hoc meetings with the COTR, CO, and client’s Project Managers as necessary.
• The Program Manager/Senior Staff Consultant shall be available to travel as deemed necessary.

Job Requirements
Education
• Bachelor’s degree in accounting, finance, or related field.

Skills
• Excellent project management, organizational and time management skills.
• Must be able to function in a multi-task environment, as part of a project team and/or individually.
• Must have integrity and high level of interpersonal skills to handle sensitive and confidential issues involving all internal and external customers.
• Must possess superior communication skills (both written and oral), and strong interpersonal skills.
• Highly competent using Microsoft Office applications including MS Word and Excel.
• Highly competent using PeopleSoft financial system (version 8.9).

Experience
• At least 7 years of experience related to Accounts Receivable, Accounts Payable, Budgeting, Investments, Fixed Assets, Auditing, Purchasing, Relocation, Payroll Transaction Processing, Internal Controls, Information Systems Auditing, Financial Systems Operations, and Project Management.

Other Work Requirements
Occasional travel may be necessary.
