HR Anew is a full service human resource management, consulting, and executive search firm. We are conducting a search to identify a highly qualified candidate to serve as the General Counsel for a public housing authority located in the State of Louisiana.

The General Counsel is responsible for providing legal counsel and advice to the Executive Director in matters of law, especially housing and real estate law, and Louisiana statutes. The General Counsel is the Director of the Legal Department and is commissioned to handle all legal issues and risk management involving the overall operations of the agency. It is expected that the General Counsel will act to minimize the overall liability and exposure of the agency through aggressive litigation and risk management programs. The General Counsel will lead the agency’s strategic and tactical legal initiatives; and shall be directly involved in complex business transactions in negotiating critical contracts.

The ideal candidate must possess the ability to develop and maintain effective communication with staff, supervisors, local community groups, political leaders, attorneys and the judiciary; be detail oriented; and develop innovative approaches to address the unique challenges of a large public housing authority. Key responsibilities include:
  • Possesses extensive knowledge and experience with real estate redevelopment transactions
  • Experience in the Public Housing arena
  • Ability to think quickly and out-of-the box
  • Supervision of staff attorneys and others in connection with work assignments and performance.
  • Training and development.
  • Assistance in the formulation of policies and operational procedures.
  • Ensuring that all agency legal and federal regulatory requirements are met.
  • Preparation of legal interpretations of law, rules, regulations and other written documents as required on closing.
  • Overseeing, monitoring, and evaluating the performance of outside counsel(s).
  • Managing, supervising, performing personally or directing through subordinates the efficient and effective legal management of the following matters: eviction cases; real estate transactions; damage claims from residents; contract performance; contract disputes; personnel matters; tort claims, etc.
  • Participate in the definition and development of corporate policies, procedures, and programs and provide continuing counsel and guidance on legal matters and on legal implications of all matters.
  • Demonstrate commitment to public service and to the betterment of the human living condition.
  • Review all contracts and other legally binding documents and supervising departmental grant writing.
  • Oversight of television broadcasts and monitoring intellectual property rights; defending lawsuits against the agency and negotiating collective bargaining contracts.

The successful candidate will have a minimum of seven (7) years’ experience providing legal counsel to a housing agency or other comparable public sector agency where duties included managing large and complex real estate transactions (including financial and real estate development) and diverse law department; Law Degree (JD or LLB) from an accredited Law School and be licensed or eligible by the Louisiana Bar Association; possess exceptional influential, collaboration, interpersonal, and conflict management skills; and have excellent oral, written, and organizational skills essential; entrepreneurial minded, innovative, excellent follow through, able to multi-task, be flexible, maintain confidentiality, function with ethics and integrity; and efficient use of personal computer and other office equipment such as computer, fax, copier, printer, etc. Competent working knowledge of Microsoft Word, Excel, PowerPoint, Access, Outlook, and the Internet is essential
