Description:
HR Anew is a full service human resource management, consulting, and executive search firm. We are conducting a search to identify a highly qualified candidate to serve as the Chief Financial Officer for a public housing authority located in the State of Louisiana.

The Chief Financial Officer will work in partnership with the Executive Administrator and Management Team in managing daily activities for the management and direction of all financial and support activities. The CFO will play in integral role in the implementation of ideas to enhance the strategic goals and performance of departments, establish long-range goals, strategies, plans and policies. Key responsibilities include:
  • Coordination of a budget in excess of $150,000,000.
  • Strong working knowledge of capital investment strategies.
  • Working knowledge of mixed finance operating structures.
  • Understanding of the New Operating FundRule (asset management).
  • Profit and loss analysis.
  • Coordination of financial reporting of agency expenditures/revenues and initiates expenditure control.
  • Budget development and forecasting.
  • Management of agency’s payroll system.
  • Accounting practices and standards.
  • Financial information systems.
  • Revenues and expenditures.
  • Compliance with all Federal, State and local regulations and policies.
  • Directs the preparation of all financial reports, including income statements, balance sheets, reports to shareholders, tax returns and reports for government regulatory agencies.
  • Plan, develop, organize, implement, direct and evaluate the agency’s function and performance.
  • Participate in the development of the agency’s plans and programs as a strategic partner.
  • Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
  • Develop credibility for the finance group by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Board and Executive Director in performing their responsibilities.
  • Enhance and/or develop, implement and enforce policies and procedures aligned with the civil service system that will improve the overall operation and effectiveness of the organization.
  • Provide technical financial advice and knowledge to others within the financial discipline.
  • Participate in continual improvement of the budgeting process through education of department personnel on financial issues impacting their budgets.
  • Provide strategic financial input and leadership on decision-making issues affecting the organization; i.e., evaluation of potential alliances acquisitions and/or mergers and pension funds and investments.
  • Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.
  • Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
  • Be an advisor from the financial perspective on any contracts into which the agency may enter.
  • Evaluate the finance division structure and team plan for continual improvement of the efficiency and effectiveness of the group and provide individuals with professional and personal growth.
  • Perform other duties as assigned.

The successful candidate will have a minimum of 10 years of experience in the financial arena performing budgeting, accounting and financial management functions especially on large scale real estate development projects, with a minimum of five (5) years as Chief Financial Officer at a comparable organization; completion of a Master’s Degree from an accredited university with major course work in Accounting, Finance, Business Administration, Public Administration, Financial Management or related Field; certification by GFOA (Government Finance Officers Association) or equivalent is preferred. Certified Public Accountant certification is preferred; possess exceptional influential, collaboration, interpersonal, and conflict management skills; and have excellent oral, written, and organizational skills essential; entrepreneurial minded, innovative, excellent follow through, able to multi-task, be flexible, maintain confidentiality, function with ethics and integrity; and efficient use of personal computer and other office equipment such as computer, fax, copier, printer, etc. Competent working knowledge of Microsoft Word, Excel, PowerPoint, Access, Outlook, and the Internet is essential.
