We are conducting a search to identify a highly qualified candidate to serve as the Director of Communications, Public Relations, and Intergovernmental Affairs for a public housing authority located in the State of Louisiana.
The Director of Communications, Public Relations, and Intergovernmental Affairs will be responsible for leading, cultivating and facilitating the agency’s vision, mission, and strategic goals, providing leadership to best meet the needs of the entire community, and growing the participation in, and effectiveness of the community. This manager and leader is responsible for managing the agency’s brand, key policy, communications, public affairs, public housing campaigns and consumer services, and Freedom of Information and Privacy Act functions in a manner supportive of the mission.
In this capacity, the Director of Communications, Public Relations, and Intergovernmental Affairs provides expert advice and guidance to the Executive Director in initiating, developing, implementing and evaluating the effectiveness of a dynamic, nationally and internationally visible program for these functions. This person also has the responsibility for developing a strategic communication vision and dynamic program to help implement the agency’s Strategic Plan; enhancing effective internal communications, and effectively managing the human and fiscal resources of the agency. Key responsibilities include:
Serves as the principal staff advisor in the conduct of liaison with national and international news media, other collective and individual stakeholders, and public audiences for the agency.
Acts as the Point of Contact with the public and news media on matters pertaining to reconstruction and rehabilitation oversight in New Orleans.
Possesses knowledge and experience in the public housing arena
Plans, organizes, and executes news media encounters dealing with agency matters.
Develops and implements media messages and themes to internal and external audiences.
Constructs public information and other polices affecting communications with the agency’s core audiences.
Prepares and presents complex materials or highly complex issues before a wide variety of audiences.
Monitors news media and other public forums and maintains awareness of political influences and developments related to the agency’s mission and strategic goals.
Briefs the Executive Director and other stakeholders on the pending news media and other public communication encounters.
Develops sources of information, identifies and analyzes issues, develops options and alternatives, coordinates findings, and prepares written reports or oral briefings to the Executive Director and key stakeholders.
Mastery of communication principles, methods, practices and techniques, analytical methods and interpersonal relations practices
The successful candidate will have seven (7) years professional program management work experience, including five (5) years management experience; experience in an affordable or public housing organization strongly desired; BS Degree or an advanced degree from an accredited four-year college or university in public administration, social science or other appropriate program, urban planning, community development, finance or business administration highly desired; specific technical training and certifications may be required; possess exceptional influential, collaboration, interpersonal, and conflict management skills; and have excellent oral, written, and organizational skills essential; entrepreneurial minded, innovative, excellent follow through, able to multi-task, be flexible, maintain confidentiality, function with ethics and integrity; and have efficient use of personal computer and other office equipment such as computer, fax, copier, printer, etc. Competent knowledge of Microsoft Word, Excel, PowerPoint, Access, Outlook, and the Internet is essential.
