Job Description
A position is open in the Center for Survey Statistics and Methodology (CSSM) to support expanded collaborations with the USDA's National Resources Inventory survey program. The position will be involved with development of tools for monitoring and supporting survey processes (web-based management tools, data collection systems, data review systems, computing infrastructure). Key skill sets for the position includes: advanced application development programming (C/C++, C#, Java); database development (Oracle, RDMS, SQL, XML); applications software development (C/C++, C#, Java, Web, GUI). An understanding of object-oriented programming techniques is essential. Work environment involves close collaboration among CSSM and USDA staff in planning and executing NRI survey development and operations. Ability to work independently and in a group is needed. This position requires good interpersonal and collaborative skills, both spoken and written, as well as a self-motivated work ethic, with strict attention to detail and accuracy.

Required Qualifications
Bachelor's degree in IT or a bachelor's degree in any other field with at least 12 credits of IT coursework and one year of related experience. Other educational backgrounds will be considered if augmented with demonstrated abilities and experience or an equivalent combination of education and/or experience may substitute for the specified degree.
Must have experience in advanced programming (e.g., C/C++, C#, Java) and one or more of the following areas; advanced operating systems (e.g., Unix, Linux); database development (e.g., Oracle, Sybase, Berkeley, etc.); web or other graphical user interfaces and application software development (e.g., Java, HTML, XML); GIS systems (e.g., ARC, ERDAS, GPS, GDL).

Preferred Qualifications
Familiarity with network communication, remote procedure calls, and client-server systems are strongly preferred. Some experience or coursework in statistics, mathematics, human-machine interfaces, and/or survey methodology.

Salary
Commensurate with qualifications. Pay-grade level is P13 - P16.
