M.S. or Ph.D. in microbiology, molecular biology, chemistry, biomedical engineering or a related field with technical experience in the development of methods and/or instrument systems for the detection of infectious agents in clinical or environmental samples. A broad technical understanding of chemical and biological sensor and detection methods including nucleic acid assays (PCR and isothermal amplification), immunoassays, and mass spectroscopy as well as new and emerging detection methods. The position will require an individual with a strong working knowledge of select agents, their mechanisms of action, and issues regarding their detection in clinical and environmental samples. Candidates must demonstrate the ability to work collaboratively in a cross functional team environment with both technical and non-technical specialists and must possess excellent written and oral communication skills. Must be eligible for DOD clearance requiring background investigation and/or polygraph examination.

Desired:
Experience in the development of infectious disease clinical diagnostics. Project management experience of technical projects relating to the development of one or more of the detection methods listed above. Experience with select agents in a BSL-2/3 laboratory environment. An understanding of current military programs for biological and chemical detection.

Staff will assess required operational capabilities and help coordinate the best development path of the associated technological and system solutions required to meet those needed capabilities.

Duties:
Serves as a Physical Scientist assigned to the Future Acquisition Directorate in the JPEO-CBD. Provides direct support to the Chief, Advanced Technology and Transition. Responsible for providing multi-faceted support for multi-Service/Joint CBRN defense programs (medical and non-medical) as well as coordination/integration with Major Defense Acquisition Programs. Has technical knowledge of physical sciences (Chemistry, Biology, and/or Nuclear Science) and experience working in DoD CBRN programs and with specialized agencies and activities. Assists the Chief Advanced Technology with technical oversight and acquisition support with emphasis in the area of technology transition, technology maturation, and strategic technology planning for the Joint CB Defense Program and for other JPEO acquisition activities.

Drafts or assists in the development and maintenance of joint acquisition management documents, financial management plans, risk management plans, technology transition plans and agreements and test plans. Provides technical oversight and guidance on technology transition issues as assigned. Reviews and supports the development, tracking and defending of PPBS planning, programming and budgeting document, e.g. the Program Objective Memorandum and the Budget Estimate Submission (BES). Participates on multi-service/joint, multi-functional, matrixed support activities for CBRN defense (e.g., Integrated Process/Product Teams. Integrated Concept Teams, and Working Groups). Coordinates with Joint Program Management Offices, the Joint Science and Technology Office (Defense Threat Reduction Agency), Specialized agencies and activities, and the Joint Requirements Office for CBRN Defense to identify and plan for Science and Technology transition opportunities. Reviews and supports the development, tracking and defending of PPBS planning, programming and budgeting documents.

Interrogates, reviews and analyzes the POM, BES and decision cycle documentation to ensure current and accurate program data. Works in concert with Chief, Advanced Technology and the Business Operations Directorate to analyze and evaluate PPBS documents for content and accuracy. Coordinates with the DOD and Service acquisition officials/staffs on assigned issues. Identifies capability issues and gaps; and recommends solutions. Projects and proposals may be controversial in nature, requiring the incumbent to defend recommendations. Contacts with manufacturers and other professionals are necessary to maintain first-hand knowledge of techniques, and state-of-the-art within industry. On request, represents the JPEO CBD at IPT/ICT/WG meetings; negotiates settlements of controversial issues IAW guidance. Provides review and analysis of Joint/Service requirements, products, and processes to ensure compatibility with overall systems planning and to promote mutual cooperation for more effective multi-Service/Joint development results.

Applies broad-based engineering/scientific principles and technical knowledge to identify support contractor requirements. Provides input to Statements of Work, projects systems and specialty engineering labor category requirements; recommends priorities and resolution of taking conflicts and areas of opposing technical reviews, perspectives and/or differences; and assists in performing functional area evaluations.
