Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC.
Responsibilities
Program Manager and site coordinator for APL activities at Air Force Space Command (AFSPC), Space and Missile Systems Center (SMC), Space Development and Test Wing (SDTW), Air Force Research Laboratory (AFRL), Operationally Responsive Space (ORS) Office, Sandia National Laboratories (SNL), and other entities in and around Kirtland AFB NM. Act as the Laboratory Manager in support of APL activities in support of APL activities supporting Kirtland orgnaizations. Be the principal interface with the sponsor and translate sponsor's needs to technical tasks for new and existing efforts. Manage an office near or collocated on Kirtland AFB property. Plan, lead, and support sponsor engagement activities to:
1. Educate the sponsor, Aerospace, and supporting contractors on APL capabilities;
2. Identify sponsors critical challenges and potential critical contributions by APL to those challenges;
3. Maintain current SMC relationships and secure expanded relationships;
4. Secure funded activities via task orders. Coordinate tasks requiring the talents of multiple APL staff members and external participants, integrate and deliver JHU/APL products, prepare annual project plans, manage contractual and fiscal aspects of the project, manage subcontracts and consultants, perform individual analyses as required, and interface with JHU/APL group supervisors to ensure staffing of tasks and the timely delivery of products. Support proposal activities responsive to the needs of the national security space community. Support the development of program plans, integrated master plans, and schedules for select proposals. Provide capture support for select proposals. Lead assessment of critical contributions and sponsor critical challenges and perform other tasks as delegated by the NSS Director and Deputy Director. Provide input to business area plans and artifacts.
Qualifications
Required: B.S. or equivalent in engineering discipline, astronomy, math, physics, or physical science, Masters Degree in technical or management discipline, and at least 15 years experience with demonstrated success in aerospace environment. Demonstrated skills planning and coordinating program/project and business development initiatives. Demonstrated ability to work with senior leaders and to provide leadership within the workplace; demonstrated people management skills; excellent communication, presentation, and writing skills. Working knowledge of DoD/IC space and acquisition organizations (especially SMC), spacecraft, space environment, and space systems. Experience supporting complex proposals in a competitive environment for DoD/IC organizations.
Desired: PhD in applicable field. 20 years of experience in program/project management positions showing increasing levels of responsibility. Military or DoD civilian experience acquiring, fielding, or operating space, missile, or sensor systems. Currency in professional organizations (e.g., AIAA, IEEE, etc.) and publications reflecting skills and accomplishments are desirable. Current Top Secret/SCI clearance.
Special Work Conditions
Primary work location will be in vicinity of Kirtland AFB NM. Approximately 10% -20% of work time will be on travel to sponsor locations, SMC and to APL in MD.
Security
Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Eligibility requirements include US citizenship.
