The Right of Way Agent is responsible for communicating the needs of Koch Pipeline Company, L.P. (KPL) to key Stakeholder audiences, including landowners and/or tenants, with a strong focus on maintaining positive landowner relationships. They must understand the rights of KPL, and its affiliates, to perform certain maintenance activities, respond to internal and external questions, and work proactively to provide resolution to problems. Successful Right of Way Agents proactively coordinate with local operations personnel regarding potential issues with State One Call requirements, project management, and obtaining the necessary permissions, including right of way acquisition, to complete such projects on time and within budget. In addition, the Right of Way Agent will be responsible for handling the right of way permitting with entities who desire to encroach on KPL easements while communicating and promoting damage prevention and internally approved pipeline safety messages. Qualified candidates must be able to make sound economic decisions, ensure incident prevention, drive predictable execution and achieve competitive results.

Responsibilities:
  • Identifies land ownership from company and public records
  • Notification to all landowners regarding maintenance activities
  • Settlement of property damage claims
  • Researches and settles encroachment situations
  • Contacts various state, county, and/or local agencies to secure permits for road crossings, etc.
  • Documenting all communications with landowners
Required:
  • Basic knowledge of Land and Right of Way related agreements, deeds, easements, leases, permits and licenses
  • Must be able to successfully multi-task within short deadlines
  • Ability to work in fast paced, dynamic environment
  • Strong attention to detail
  • Must have excellent written and verbal communication skills
  • Microsoft Office literate and the ability to learn proprietary programs and databases
  • Associate Degree in communications, public administration, business or other related degree OR a High School Diploma (or equivalent) plus two years of relevant work experience.

Preferred:
  • Three plus years of pipeline or utility right of way experience
  • Comprehensive knowledge of land rights and titles, survey description, legal and engineering terminology, including the ability to read and understand maps and engineering plans
  • Previous experience conducting title research
  • Previous experience in claims settlement relating to property damage
  • Previous experience with agency permitting
  • Bachelors Degree in real estate, legal, communications, public administration, business or other related degree
  • Previous experience with damage prevention and State One Call requirements
  • Basic courses with the International Right of Way Associations technical training curriculum
  • TREC (Texas Real Estate Commission) Right of Way Agent Registration
  • Notary Public

Other Considerations:

  • Position requires travel of up to 30%
  • Position requires a valid driver`s license
  • Must be able to pass a pre-employment background check, DOT drug screen, and pre-hire HAZWOPER physical
  • This role requires that the TREC (Texas Real Estate Commission) Right of Way Agent Registration / License be obtained within 90 days
  • This role is subject to the Transportation Workers Identifications Credentialing (TWIC) rule and requires the successful candidate to obtain a TWIC identification badge within a specific time period.
