JOB DESCRIPTION:
Under supervision, perform analyses and develop and implement policies, standards, best practices and internal controls related to the technical, administrative and financial management of the IT Division, including strategic and tactical planning and tracking, the acquisition and coordination of consulting services, budget development and tracking, contracts review and coordination, coordination of IT staff training, and records management. Develop and/or coordinate requests for and assessments of proposals, and assist in vendor selection, contract negotiation, and project planning. Perform various administrative, technical, and systems analyses; and design, recommend, and document solutions. Assist in IT requisitioning, invoice review, and tracking against budget. Monitor business application and infrastructure development, integration and installation plans and projects; and provide and assist in implementing recommendations for improvement. Assist in developing and maintaining the disaster recovery plan and the information security program. Assess, coordinate, and/or perform activities related to hardware and software inventories and licensing compliance, and IT audits. Perform related duties as required.

MINIMUM REQUIREMENTS
EDUCATION / EXPERIENCE:
Four (4) year degree (MBA a plus) and five (5) years of related experience; or an equivalent combination of both education and experience that meets the required knowledge, skills and abilities.

SKILLS:
Knowledge of IT management best practices and internal controls; knowledge of and experience in implementing the full system development and maintenance life cycle, one or more project methodologies, and acquiring, coordinating, and controlling IT consulting services; knowledge of data processing hardware, software, networking, and other infrastructure components; knowledge of Microsoft Office. Ability to perform administrative, financial, and systems analyses and assessments, to develop recommendations and solutions in an IT environment, and to prepare related reports and plans. Ability to establish and maintain effective working relationships with HMFA staff and other professionals; ability to communicate effectively both orally and in writing and to listen actively and maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.
