This position is solely supported by the funding from the Community Development Block Grant (CDBG) Sandy Relief Fund. Under supervision, perform a variety of assignments related to title review and real estate loan closings; analyze and rectify title problems; perform research, investigate facts and prepare real estate documents; assist Agency attorneys in litigation coordination; perform general research to assist attorneys regarding legal issues affecting Agency; perform related duties as required. Perform real estate loan closings for Multifamily projects. Perform sales closings for transfers of ownership of HMFA financed projects. Assist Agency attorneys in litigation coordination, including but not limited to research and investigation. Prepare and review loan closing documents including but not limited to mortgages, notes, deed restrictions, UCC-1 financing statements, and assignments of leases. Process requests from sponsors to use special project funds, such as residual receipts, DCE, CDE or PSR funds. Assist Staff with complex project legal or policy issues.
MINIMUM REQUIREMENTS
EDUCATION / EXPERIENCE: Two (2) year college degree from an accredited college or university; five (5) years of relevant experience; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities. Paralegal Certification preferred. Carries out routine assignments requiring the application of clear and well established methods, practices and techniques, under supervisory instructions on objectives, limitations, priorities and deadlines, and is subject to supervisory progress checks and close review of completed work. Collects, verifies, compiles, and summarizes data or information, processes routine actions, and assists higher-level positions in more complex activities. Expected to handle loan closings from commitment through closing under various Agency programs.
SKILLS: Knowledge of commercial real estate documents, and closing procedures including but not limited to municipal land use, construction requirements and title requirements. Knowledge of corporate/partnership/LLC formation documents and organization structure. Knowledge of tax credit syndications. Knowledge of bond financing requirements for multifamily projects.
