Job Function
The Contracts Engineering Advisor plays an active Role in the Recommendation and Development of Contracting Strategies. This includes the Recommendation of Work Breakdown Structures, Contractors, Forms of Contracts, and Project Specific Compensation on Major Capital Projects.
Requires Ability to Interact equally well with Practitioners as well as Senior Managers exhibiting a Depth of Understanding of Project Execution and Contracting Strategies. Gains and Maintains Alignment between Project Team, Function and other Company Organizations.
The PP&S Contracts Engineering Advisor also has a Role in Improving Contract Work Processes and Tools as part of a Corporate-Wide Collaborative Effort to Identify and Implement Best Practices.
Responsbilities and Duties
Lead Project Contracting Strategy Development; Analyzing and Assessing Alternative Contracting Strategies as part of Optimizing the Overall Execution Strategy;
Maintain close Liaison with appropriate members of Management, Project Team and other Company Organizations;
Analyze Data on Market Intelligence from other Company Groups and use results to Optimize Project Execution Strategies;
Organize and Lead Contracting Strategy Workshops and Senior Management Contract Cold Eyes Reviews;
Recommend Appropriate Incentive Plans in Concert with the Project Team and Procurement;
Monitor Status of the Contractor Market and Evaluate its Effect on Contracting Strategies;
Measure Contractor Performance and Provide Feedback throughout Line Management;
Improve Contracts Engineering Tools and Work Processes (with UPP)
Integrated, Multi-Disciplinary Work Flow for Contractor Prequalification, Technical Bid Evaluation, Performance Assessment, and Feedback
Risk Assessment and Mitigation
Update/maintain Coordination Procedures for Various Forms of Contracts;
Advise Projects on Contracting Best Practices, Lessons Learned, and Specific Provisions to be included in ITTs and Contracts to Ensure these Documents are Aligned with Project Execution Strategies;
Provide Subject Matter Expert Focal Point for Contractor Performance Management through Project Phases.
Required KNOWLEDGE, qualifications, skills, and experiences
Extensive Knowledge of Project Execution and Contracting Principles, Theories And Concepts:
10-15 years of Broad-Based, Related Professional Experience, 5+ Years in Senior Project Leadership or Contract Administration Roles;
Proficient in Oral and Written Communications;
Experienced in Commercial Negotiations;
Education BS (MS preferred).
