Planner / Buyer II

Summary Statement:
Applies advanced knowledge of principles, theories and concepts and a complete knowledge of industry standards and understanding of their application to standard business and technical problems and government regulations relative to providing materials and parts to meet production requirements and schedules.
Essential Functions and Key Responsibilities:
Develops solutions to a variety of problems of moderate scope and complexity relative to planning and purchasing parts and materials for production requiring judgment and ingenuity to complete. Complies and maintains manual or computerized records such as production schedules, material inventory, in process production reports, and status and location of materials. Reviews engineering drawings, production schedules and other technical and production documentation for assigned projects. Identifies, prioritizes and purchases parts and materials required for assigned projects. Ensures materials, parts and assemblies are available to meet production schedules. Reviews master production schedule, work orders, departmental production schedules and related information to determine material requirements. Identify overdue materials and track materials for assigned production department.
Creates work orders, shop routers and other documentation for the shop. Requisitions materials and establishes sequential delivery dates to departments, according to job order priorities and material availability. Contacts vendors, obtains price quotes, establishes prices, and purchases parts and materials to meet production requirements. Confers with departmental leadership to determine the effect of parts and material shortages on schedules. Coordinates notification of all affected departments, schedules revisions required due to parts or material shortages. Distributes work orders (planning) to departments, denoting number, type and proposed completion date of units to be produced. Confers with department supervisors to identify parts and material application or shortage problems and assists as required. Perform other duties as required. These duties may include assignments in job classifications other than the primary assignment.
JOB QUALIFICATIONS:
Formal Education, Training, Professional Certification and Work Experience:
Experience may be substituted for the formal education and training requirements in this section at the discretion of management. Bachelors degree or equivalent training and experience plus three (3) to six (6) years work experience. Possession of or actively working on an American Production and Inventory Control Society or National Association of Purchasing Managers certification desirable.
Level of Supervision Required:
Works under very general supervision. Sound judgment, completeness and accuracy are expected.
Communication and Special Skills:
Communicate effectively using electronic media and in written and verbal forms. Make telephone and direct personal contact with internal and external personnel and make formal presentations to small or large groups. Competent in the use of standard software applications such as Microsoft Word and Excel. General knowledge of Material Requirements Planning II concepts.

While performing the duties of this job, the Stakeholder is regularly required to talk and hear. The Stakeholder frequently is required to stand. The Stakeholder is occasionally required to walk; sit; and use hands to finger, handle, or feel. The Stakeholder must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. Must be able to travel between facilities and operate standard office equipment. Work in excess of eight (8) hours per day and five (5) days per week as required. Must be able to ascend and descend stairs.
Work Environment:
While performing the duties of this job, the Stakeholder is occasionally exposed to moving mechanical parts, fumes or airborne particles, and toxic or caustic chemicals. The noise level in the work environment is usually moderate.

Skills and Work Requirements
Manage MPS utilizing forecast and customer demand for business unit including MTS, ATO, and MTO, items. Facilitate CRP and work with IT to configure order qualifiers including, but not limited to ROP, ROQ (EOQ), Safety Stock, Minimum, Maximum, Multiple, and Periodic Days. Participate in tactical purchasing through release of purchase orders to support assigned business units. Facilitate excess and obsolete inventory disposal process. Participate in implementation of lean manufacturing as well as other ad hoc continuous improvement projects.
