Job Description Summary Statement:
Applies extensive knowledge of principles, theories, concepts, industry practices and standards to the development, interpretation, and implementation of project tracking and budgetary controls of funds assigned to implement program objectives for complex engineering department projects.
Essential Functions and Key Responsibilities:
Develops solutions to a variety of complex problems requiring independent judgment and ingenuity to modify standards and procedures relative to tracking and providing budgetary status and control of engineering departmental budgets and projects. Management applies general guidance related to resolution of complex problems and outcomes. Coordinates with senior management to gather, analyze, summarize, and prepare recommendations regarding the development and tracking of the engineering department budget, project budgets, schedules, milestones and percentage of task completion. Functions as project leader, when assigned, and provides technical leadership to others as required. Designs and implements moderately complex to complex budgetary control systems. Defines systems specifications, develops and installs databases of pertinent information for use in analyzing future plans and forecasts. Prepares budget based on organization's performance, estimated revenue, expense reports, and past budget numbers. Correlates appropriations for specific programs with appropriations for divisional programs and includes items for emergency funds. Reviews operating budgets periodically to analyze trends affecting budget needs. Consults with unit heads to ensure adjustments are made in accordance with program changes in order to facilitate long-term planning. Determines the need for budget revisions and recommends to management. Collects and maintains records of actual operating expenses to compare with estimated budget. Reviews expenditures of departments to ensure compliance with budget. Directs preparation of regular and special budget reports to interpret budget directives and to establish policies for carrying out directives.
Formal Education, Training, Professional Certification and Work Experience: Bachelor's degree (B. A.) from four-year college or university and six (6) or more years related experience and/or training; or equivalent combination of education and experience. Level of Supervision Required: Works under general direction. Guidance as to results expected and complex problem resolution. Exercises latitude in determining activities and approaches within moderate to wide parameters.
Communication and Special Skills:
Communicate effectively using electronic media and in written and verbal forms. Make telephone and direct personal contact with internal and external personnel and make formal presentations to small or large groups. Competent in the use of standard software applications such as Microsoft Word and Excel.
Skills and Work Requirements
Responsible for budgeting, must have good understanding of Engineering development/design processes and manufacturing processes from a cost perspective. Ability to do data mining and analyze past cost performance.
Qualifications:
4 year Engineering or other related technical degree. Budgeting and project management experience. US Citizenship or permanent resident.
